  • Directs and facilitates the flow of essential management information between field mission and the Bureau, other USAID/Washington organizational units and other government agencies as well as other development partners and stakeholders.
  • Exercises a broad degree of independence and applies authoritative judgment in developing and maintaining relationships with various stakeholders in the government, private industry, and/or academic institutions.
  • Actively participates in policy formulation and reviews liaison activities for agency-wide programs. Informs stakeholders of changes in organizational programs and operations, conducting briefings on major program changes.
  • Work closely with field missions, provides expert advice and guidance on broad projects and programs with national impact.
  • Serves as the Bureau focal point for external relations with organizations with an interest in country/countries assigned. Advises senior management on donor coordination matters relating to the country area or region.
  • Maintains contacts with host government embassy representatives, the World Bank, the International Monetary Fund, other donors and international organizations, other USAID bureaus, the Department of State, and other USG agencies.

Qualifications

Specialized Experience:

GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) U.S. international development assistance experience including review of country objectives based on U.S. policies and strategic priorities; planning/reporting of development assistance; and preparation of country-level fact sheets, briefing, and reporting materials. b) Planning, writing and coordination of international development assistance documents including effectively liaising with individuals in other offices as necessary; ensuring that documents meet guidelines and have required clearances; and maintaining records according to organizational procedures. c) Participation in international development assistance planning and budget formulation and execution processes, including organizational management, qualitative and quantitative analysis; and coordination with stakeholders and clients on program and budget-related issues to ensure procedures are followed and questions/issues resolved. d) Effective teamwork in diverse or cross-cultural settings including building collaborative working relationships with diverse groups of colleagues from the U.S. and other countries; strong presentation skills and respectful communications to all colleagues and clients.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
