Qualifications

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE GS-7 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes work that involved analytical research and evaluation of diversified programs; development, administration and control of assigned projects; ability to research, locate, and update information through the use of personal computer technology OR support the development and publication of Overseas Contingency Operations reporting and support the development, communication, and analysis of requests for information and data calls.


OR

EDUCATION: One full year of graduate level education or superior academic achievement. (Must provide a copy of your transcripts)

OR

COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience may be used to meet total qualification requirements. The total percentage must equal at least 100 percent to qualify. (Must provide a copy of your transcripts)


SPECIALIZED EXPERIENCE GS-9 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: Prepare comprehensive program analyses and evaluations pertaining to the effectiveness of program operations; Provide guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs support the development and publication of Overseas Contingency Operations reporting; support the development, communication, and analysis of requests for information and data calls; support the monitoring and reporting on significant developments and emerging issues within the Overseas Contingency Operations areas.

Master's or equivalent graduate degree in a related field of study at an accredited college or university.

Two full years of progressively higher-level graduate education leading a Master's degree in a related field of study.

L.L.B. or J.D., if related.

SPECIALIZED EXPERIENCE GS-11 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal Service. Specialized experience for this position includes: Prepare evaluations for a segment or phase of a broader project or study; Use conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; Prepare draft reports and other substantive guidelines and materials; Recommend alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; Perform operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations OR support the development and publication of Overseas Contingency Operations reporting; manage interagency relationships; support the development, communication, and analysis of requests for information and data calls; monitor and report on significant developments and emerging issues within the Overseas Contingency Operations areas.

OR
Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university.

SPECIALIZED EXPERIENCE GS-12 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes: Experience with evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; Experience with project management techniques to plan, schedule, and conduct complex projects; Experience with mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations; Experience with oral communication techniques to present findings and negotiate solutions OR manage the development and publication of Overseas Contingency Operations reporting; manage interagency relationships with key personnel; develop, communicate, and analyze requests for information and data calls; monitor and report on significant developments and emerging issues within the Overseas Contingency Operations areas.

SPECIALIZED EXPERIENCE GS-13 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience for this position includes Responsible for the successful initiation, planning, design, execution, monitoring, controlling and closure of a program or project. Developing goals, policies and objectives encompassing research efforts to develop technologies and systems to support the organzation mission, Initiates actions to resolve complex issues concerning programmatic adequacy of product outcomes, and other program requirements consulting with other subject matter experts on the related discipline OR lead the development and publication of Overseas Contingency Operations reporting; manage interagency relationships with senior personnel; independently develop, communicate, and analyze requests for information and data calls; monitor and report on significant developments and emerging issues within the Overseas Contingency Operations areas.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
