This position is located in the Technical Security and Safeguards Division, Office of Information Technology Infrastructure, Deputy Chief Information Officer for Foreign Operations, Bureau of Information Resource Management (IRM/FO/ITI/TSS), in the U.S. Department of State (DOS). The incumbent functions as an expert in secure cryptographic telecommunications devices, maintenance planning and testing.

Duties

Help
  • Develops, delivers, and supports Department secure cryptographic, telephone secure voice systems and associated services.
  • Designs, maintains updates, analyzes, and monitors data integrity and security of computer databases and networks.
  • Installs, tests, maintains, and upgrades operating systems software for laboratory computer systems.
  • Researches trends and patterns, including documented analysis from other agencies, in order to develop and improve secure cryptographic telecommunications methods and procedures.
  • Develops methods for protecting new cryptographic technologies and equipment.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. 

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

In addition, qualifying specialized experience must demonstrate the following:

Experience managing, testing, and evaluating technical communications systems.

Experience analyzing and evaluating cryptographic products.

Experience employing network and encryption devices to secure data and voice transmissions.

There is no substitute of education for specialized experience for the GS-13 position.

  • Knowledge of transmission, broadcasting, switching, control, and operation of telecommunications systems.
  • Knowledge of computer systems hardware and software.
  • Ability to analyze and evaluate information.
  • Ability to communicate effectively orally and in writing.
