  • Conducts multiple qualitative and quantitative research studies focused on the adoption, use, and impacts of health information technology and related HHS policies and programs for the purpose of developing, implementing, and evaluating effective programs and policies in public health.
  • Applies principles of scientific reasoning to ONC's research portfolio through the analysis of large data sets (including administrative and survey data); use of statistical programming software (ex. SAS, Stata, or R); as well as the application of behavioral science theory, statistical modeling, and data visualization techniques.
  • Prepares reports that summarize the literature, communicate key research findings, and leverage data visualizations for various audiences including internal HHS use, external stakeholders, as well as articles for peer-reviewed economic, health services, or health policy literature.
  • Communicates research findings through presentations to diverse audiences, including conferences and internally.

WHAT WE ARE LOOKING FOR

Basic Qualifications:

A. Have at least a bachelor's degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Have a combination of education and experience -- courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.

Additional Requirement: In addition to meeting the Basic Qualification Requirement candidates must also:

For GS-11:

A. Have one year of specialized experience, equivalent to the GS-09 grade level in the Federal service researching and analyzing large data sets related to healthcare or healthcare technology; developing data collection tools used to measure and evaluate healthcare systems effectiveness; and developing and recommending technical or analytical reports and or cost-benefit analysis on health policy, health services research, or health economics.

OR

B. Have three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study.

OR

C. Have a combination of experience as described in "A" above and graduate education as described in "B" above. When combining education with experience, first determine the applicant's total qualifying education as a percentage of the education required for the grade level; then determine the applicant's experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify.

For GS-12:


Have one year of specialized experience, equivalent to the GS-11 grade level in the Federal service researching and analyzing large data sets related to healthcare or healthcare technology; developing data collection tools used to measure and evaluate healthcare systems effectiveness; compiling and analyzing relevant health care data sets; making sound healthcare/ healthcare technology policy recommendations; developing technical or analytical reports and or cost-benefit analysis on health policy, health services research, or health economics.
