Summary

The United States Fish and Wildlife Service is hiring two Tribal Liaisons, GS- 0301-12/13. These positions will be located in the Mountain-Prairie Region and the Midwest Region. Salary will be based upon duty station/locality pay. If selected, you may be placed at a regional office, field office, current duty station, or other DOI-owned or leased worksite at the discretion of management. Additional questions regarding placement should be reserved for the interview process.

Duties

Help

As a Tribal Liaison your duties will include, but are not limited to, the following:

  • Working with staff to analyze proposed plans and projects involving Native American interests;
  • Ensuring that such plans and projects correlate with established and emerging national, departmental and bureau policies, as well as with laws and legal precedent;
  • Working closely with Tribes to encourage Tribal protection and enhancement of habitat and native species, including Federally protected and endangered species;
  • Serving as the Tribal liaison for all matters in both regions relating to endangered species, habitat conservation and aquatic connectivity, landscape conservation and other regional priority conservation work that affects Tribal lands or interests;
  • Collaborating with regional scientists and engineers to ensure that the needs and expectations of Native American groups are understood and accommodated to the extent possible with regard to such matters as fish health and fish stocking, species of special historic and cultural significance, and economic and political considerations; and
  • Serving as a member of Federal government negotiating teams responsible for settling Native American rights and entitlement claims concerning natural and biological resources.

In order to qualify for this position you must meet the minimum qualification requirement(s).

Minimum Qualification [GS-13]

  • At least one year of full-time specialized experience comparable in difficulty and responsibility to the next lower grade level (GS-12) in the Federal service. Qualifying specialized experience is defined as: 1) facilitating consensus between tribal and non-tribal agencies on issues pertaining to protection and management of natural resources on tribal lands, including negotiation and resolution of issues; 2) establishing and maintaining effective working relationships with senior leaderships, Native American tribes, and public interest organizations to accomplish common goals and resolve complex resource issues; and 3) possessing strong written and oral communication skills to collaborate, interact, and communicate with senior leaderships, Native American tribes, and public interest organizations.
Minimum Qualification [GS-12]
  • At least one year of full-time specialized experience comparable in difficulty and responsibility to the next lower grade level (GS-11) in the Federal service. Qualifying specialized experience is defined as: 1) working with agency colleagues and external partners to meet program objectives; 2) establishing and maintaining effective working relationships; 3) communicating to diverse audiences to improve understanding and program participation; 4) supporting relationships with Native American tribes; and 5) interpreting laws and regulations to explain them and promote compliance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

  • Thorough knowledge of diverse regional Native American cultures, groups, and governing bodies, as well as with legal, treaty, and trust implications in order to facilitate and benefit continuing communication with the wide variety of Native American Tribes and organizations within both regions and in a variety of situations, e.g., negotiations, training, technical assistance, Tribal consultation, and problem resolution.
  • Understanding of the mission and the structure of the Department of the Interior and U.S. Fish and Wildlife Service, its functions, policies, programs, capabilities, budget practices, and related laws and regulations to ensure appropriate coordination and contacts with entities which need to be involved, can provide appropriate assistance and can benefit from the accomplishment of environmental projects and objectives.
  • Thorough understanding of environmental laws and regulations as they apply to Native American interests in order to explain their purposes and techniques, and to ensure compliance with them.
  • Skill in negotiating, developing, and maintaining agreements and working relationships under sensitive, controversial, and, sometimes hostile conditions in order to help Native Americans gain access to sound technical advice and to facilitate consensus on a myriad of environmental and biological resource issues.
