Duties

Help
  • Serve as technical advisor to State Conservationist on real estate laws, concepts and principles relating to easements, administration and enforcement of easements.
  • Assist with real property activities such as negotiating/reviewing easement deeds; developing/reviewing modifications to easement deeds; developing subordination agreements; reviewing title commitments; and conducting easement closings.
  • Coordinate with the Office of General Counsel and other staff to develop specific case procedures to ensure compliance with a wide variety of acquisition statutes, real estate principles, and guidelines.
  • Review real property title documents, appraisals and Easement Warranty Deeds and attachments, subordinates, affidavits, organizational documents, title opinions, and other documents to determine their correctness, adequacy, and completeness
  • Evaluate easement offers, prepares acquisition documents, and administers easements in accordance with the terms and conditions of the easement deeds and program regulations.
  • Provides guidance and instructions to the closing agent in the preparation, execution, and clearing of title, payment recording, and providing of title insurance for the closing of easements.
  • Makes contact with title insurance companies to obtain and provide information, resolve deficiencies, and resolve exceptions to clear title.

Qualifications


Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level).

Applicants must meet the following Minimum Qualifications Requirement in order to be considered:
Specialized Experience: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include but are not limited to: acquisition, management or enforcement of easements; procuring, reviewing, and summarizing due diligence, including title, for the acquisition of easements and recommending the appropriate action on the basis of this review. This may be demonstrated by successfully acquiring defensible conservation easements or similar real property interests; obtaining and reviewing documents for legal entities to determine eligibility and performing review of legal surveys to ensure accuracy of descriptions and consistency.

Note: There is no education substitution for the GS-12 level.

  • Physical Demands: The work is primarily office work and conferences, workshops and meetings, although some physical activity is required when conducting reviews, service trips, and project inspections. The work is primarily performed while sitting, but may require bending, walking, and standing while inspecting residences, office or storage space, or carrying light objects such as easement folders and contracts.
  • Work Environment: The work environment involves normal, everyday risks generally associated with office and meeting rooms. During field visits, there are risks associated with air travel, automobile travel, dust, and irritant insects. Where such conditions do exist, incumbent is expected to carry out approved safety precautions. The work frequently requires the ability to function under pressure and with tight time restraints.
