Duties

  • Duties listed are at the full performance level GS-7.
  • Patrols river corridors and initiates public contacts in the field to enhance the user's river experience and protect the river resource through dispersal of information.
  • Patrols district waterways, trails, and/or roads and ensure that use is in accordance with recreation plans and regulations.
  • Patrol unit to collect use data, identify or correct unsafe conditions, answer visitor inquiries, and prevent vandalism.
  • Participates with other resource personnel to develop long-range plans for managing recreation resources.
  • Identifies potential problems arising from changing use patterns and new activities and recommends strategies to deal with them.
  • Develops plans for recreation area maintenance, rehabilitation, reconstruction, and construction projects in accordance with program management objectives and policies.
  • Prepares detailed project work plans and schedules, including required personnel, equipment, and supplies.
  • Administers a recreation area with responsibility for developing and carrying out operations plans for the use, improvement and maintenance for developed and dispersed recreation sites.
  • Inspect outfitter operations for plan/policy compliance and take necessary follow-up action for items of noncompliance.
  • Responsible for maintenance and care of assigned vehicles, boats and field equipment.
  • Must have the skills and ability to operate non-motorized watercraft in navigating class III-IV whitewater rapids safely and efficiently.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards.

Specialized Experience Requirement:

For the GS-6 level:
Applicants must have 1 year of specialized experience equivalent to at the GS-05 level. Qualifying specialized experience is defined as meeting at least one of the following: Worked as a field protection officer or similar position enforcing regulations; wrote incident reports or violation notices as needed; provided input for special recreation permits and on occasion monitored special recreation events for compliance to permit stipulations; developed restoration projects; and participated in recreation plan development. Operated various whitewater craft including a raft and/or kayak while navigating Class III to Class V whitewater rapids and are you able to demonstrate the ability to read river currents and whitewater.

For the GS-7 level: Applicants must have one year of specialized experience equivalent to GS-06. Examples include: Assisting in the development of plans for recreation area maintenance, rehabilitation, reconstruction, and construction projects in accordance with program management objectives and policies; serving as an inspector and/or forest protection officer patrolling the area and inspecting or investigating potential problems and misuse; and collecting data and information and maintaining records. Operated various whitewater craft including a raft and/or kayak while navigating Class III to Class V whitewater rapids and are you able to demonstrate the ability to read river currents and whitewater.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Education

There is no substitution of education for specialized experience.

Additional information

Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL) or Interagency Career Transition Assistance Plan (ICTAP): To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors.
