Summary

Serve as the Data Manager for the Pacific Seabird Program for the National Wildlife Refuge System throughout California, Oregon, Washington, Alaska, and Pacific Islands. Will work closely with regional and refuge staff and partners to promote a strategic and adaptive approach to seabird management and cooperative monitoring.

As a General Biologist your duties will include but are not limited to the following:

  • Maintain and modify Inventory and Monitoring (I&M) database modules (both geospatial and tabular) to ensure long-term archiving and retrieval of ecological datasets produced by past and forthcoming efforts.
  • Develop data management tools, protocols, and procedures to assist Regions and refuge field stations with organizing, managing and analyzing biological and ecological datasets.
  • Responsible for the creation of geospatial and biological metadata.
  • Assist biological staff in the design, development, and distribution of quality assurance (QA) and quality control (QC) standards and protocols.
  • Facilitate the planning, coordination, development, and integration of complex database models and information systems.
  • Provide expert advice, coordination, training and technical assistance to NWRS offices, regional and program offices and individual refuge units regarding the integration and analysis of biotic and abiotic datasets.
  • Develop innovative solutions to improve workflows related to GIS data acquisition, development and documentation.
  • Develop, author, budget, recommend, review, and oversee proposals and task orders to support data management projects.
  • Formulate, recommend, implement, and distribute I&M guidelines and protocols relating to the documentation, dissemination, archiving, and security of datasets collected through the NWRS I&M initiative.
  • Participate in the system and program design for the conversion, management, analysis and display of geographic data utilizing computer graphics equipment.
  • Assist with the planning, development, and building of GIS models analyzing information collected for I&M activities.
  • Serve as the technical expert providing technical guidance to end users in the operation of GIS and GPS software such as ArcGIS and ERDAS.
  • Create maps, charts, graphics, and reports of refuge boundaries, federal ownership status, animal and plant species distribution, and other pertinent cadastral, biological, and natural resource information for Regional Office staff, refuge managers, field biologists, I&M staff, the public, and others.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement for 0150 Geography Series:

  1. Completed a 4 year degree in Geography; or a related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR
  2. Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown above -- plus -- appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in the geography or related fields. (The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.)
Basic Requirement for 0401 General Natural Resources Management and Biological Sciences Series:
  1. Completed a 4 year degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position. OR
  2. Combination of education and experience: courses equivalent to a major in biological sciences, agriculture, natural resource management, chemistry, or related discipline -- plus -- appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in the biological sciences; agriculture, or natural resources. (The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.)
Minimum Qualification GS-12:

Possess 1 year of specialized experience equivalent to at least the GS-11 Grade Level that equipped me with the particular knowledge, skills and abilities to perform successfully the duties of this position and that is typically in or related to the work of this position to be filled. Examples of specialized experience include, but are not limited to: 1) Acquiring and managing spatial and non-spatial data to support natural resource conservation efforts; 2) Designing a relational database using MSAccess, SQLServer or ArcGIS; 3) Using statistical processing software, geographic information systems (GIS) software, or spreadsheet programs to perform data analysis and statistical evaluation of scientific data; 4) Developing data dictionaries and metadata to document and describe spatial and non-spatial datasets; 5) Performing quality control procedures to detect and repair data quality issues; 6) Deliver presentations on technical topics to non-technical audiences; 7) Communicate effectively with diverse audiences such as contractors, staff, peers and the general public; 8) Apply interpersonal skills to effectively collaborate within small project teams.

The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures.

Public Land Corps (PLC) Hiring Authority: Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC and received a certificate of non-competitive eligibility. Completed most recent Corps service, for which a certificate of non-competitive eligibility was issued, within the last 2 years. Appointment must be effected within the 2 year period.

Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Alaska Positions: The salary range given above includes base pay and locality pay, you will receive a 2.48% cost of living allowance for Anchorage, Fairbanks, and Juneau, or 4.01% for all other Alaska locations. This allowance is subject to annual review, adjustment, and grade decrease.

Alaska Return Rights: If you are a current U. S. Fish and Wildlife Service employee and you are transferring from a Region outside of Alaska, you will be eligible to return to a position in your home Region upon completion of a minimum 3-year tour of duty in Alaska. If you exercise this option, your home Region will place you in a position of equivalent grade in the same general occupational classification series that you occupied in Alaska.
