  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Carries out assignments covering a wide variety of day-to-day operations of the Accreditation Division. Assists in formulating policy recommendations and presenting them to the Division Director and other management officials.
  • Maintains current knowledge of organic and conventional agricultural production, handling and marketing practices.
  • Coordinates audits of NOP accredited certifying agents conducted by auditors from other AMS Programs. Reviews reports for content and clarity and provides comments as needed.
  • Prepares documentation for review by the NOP Accreditation Committee and participates in Committee decisions in accordance with NOP procedures as directed by the Division Director.
  • Participates in complex or controversial investigations of alleged program violations and prepares comprehensive written reports and findings. Presents findings and recommends appropriate courses of action to the Division Director.
  • Assists in the development or revision of accreditation procedures for certifying agents and State Organic Programs.
  • Prepares training materials for use by the NOP, accredited certifying agents, and State Organic Programs.
  • Plans, organizes, and presents training to certifying agents, inspectors, auditors, recognized accrediting bodies and other interested parties.
  • Prepares and maintains quality system documentation related to the NOP quality management system.
  • Conducts and reports the results of internal quality management system audits of NOP Divisions and makes recommendations for improvement. Conducts follow-up evaluations as directed by the Division Director.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-12 LEVEL: Applicants must have one full year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates four or more of the following:

  • Assessing and evaluating agricultural programs or organizations for compliance with regulations and policies.
  • Reviewing reports and quality management system documentation to determine the compliance of an agricultural production or processing operation.
  • Demonstrated experience applying the National Organic Program regulations at 7 CFR Part 205.
  • Experience working for a USDA certified organic crop production, wild crop harvesting, livestock production, or food processing operation; or experience participating in the certification of such operations.
  • Experience leading, planning, and managing projects.
  • Experience using electronic management systems to track, manage, and report workflow, activities, and performance measures.
FOR THE GS-13 LEVEL: Applicants must have one full year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates all of the following:
  • Experience applying the National Organic Program regulations at 7 CFR Part 205 by independently auditing or inspecting organic crop, wild crop, livestock, and/or food processing operations; or overseeing a USDA accredited certifier's certification activities or quality system.
  • Experience writing briefing papers, policy statements, correspondence, and executive summaries that communicate technical content to managers and decision-makers.
  • Experience representing an organization to internal partners, external industry contacts, and the general public in order to explain, justify, and negotiate the organization's policies and decisions.
Note: There is no education substitution.
