Summary

This position is located in the Nursing Services Branch, Dzilth-Na-O-Dith-Hle Health Center (DZHC), Bloomfield, NM. The purpose of this position is to manage programs for Infection Control, Risk Management, and Employee Health. Incumbent reports to the Supervisory Nurse. This position will support the Federal Government's response efforts to COVID-19.

Help

  • Develops, implements, and evaluates the DZHC Infection Control Program including nosocomial infection prevention, Tuberculosis (TB) prevention and monitoring, and the exposure plan. Assures that the programs meet all regulatory and accreditation requirements. Establishes and monitors infection control policies and procedures for the facility. Provides infection control education, updates on new issues or trends, and infection control basics to all medical staff. Serves as a consultant on matters relating to infection control and prevention; provides assistance to staff regarding patient equipment, materials and supplies.
  • Responsible for the development, administration, evaluation, and documentation for all risk management activities. Develops and maintains the internal risk management program-reviewing existing issues, using Root Cause Analysis (RCA) model to proactively reduce the number and type of risk management issues and maintains tracing system for all Potentially Compensable Events (PCEs). Works closely with facility departments to implement National Patient Safety Goals (NPSGs). Works with patient advocate to review patient complaints identified as risks and provides acceptable solutions. Identifies sentinel events and coordinates a RCA, maintains documentation, and reports to the Health System Administrator on legal and risk issues.
  • Maintains and review employee health folders with immunization status. Participates in preventive medicine activities and advises employees regarding health and hygiene. Conducts employee immunization clinics and campaigns. Follows-up on employees with temporary or potentially disabling conditions. Consults with the employee's health physician on any serious or complicated issues. Evaluates the Employee Health Program to ensure that all regulatory requirements are met. Interviews patients to obtain medical history, history of use of medication, previous related symptoms and non-related diseases, documents all information.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.


BASIC REQUIREMENT(S):
Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education (external link), Council on Accreditation of Nurse Anesthesia Educational Programs (external link), Accreditation Commission for Midwifery Education (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools.

Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination (external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Basic Requirements for the GS-11 (or equivalent) Grade Level
In addition to the above requirements, applicants must meet one of the following requirements:
  • Successful completion of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field; or
  • At least one full year of professional nursing experience (equivalent to the GS-9 grade level) and possession of a diploma, associate degree, bachelor's degree, or master's degree from a professional nursing educational program.
In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:

Experience: The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing.GS-11 : Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work: Examples of specialized experience: Develop policies and procedures for infection control, employee health, and patient safety and ensure compliance with accreditation requirements. Understand and present health and educational resources. Manage employee health records, collect data and prepare reports for Quality Improvement and Clinical Committees.

Additional information

Per IHS policy (SGM 21-04) and E.O. 14043, IHS selectees must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved then wearing a face mask is required. Regular testing for COVID-19 will be required for staff located in federally operated hospitals, health centers, and clinics. Your Human Resources Specialist will provide a list of documents acceptable as vaccination proof and instructions for submitting a request for a legally required exception, if needed.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This position is covered by a Bargaining Unit.
