Summary

This position supports the USDA Forest Service, Rocky Mountain Research Station and will be stationed in Ft. Collins, Colorado.

This Grants and Agreements Specialist is responsible for all aspects of executing and administering grants and agreements, review, analyze, process and distribute to staff financial, performance, management, and other required reports.

Duties

Help
  • Reviews applications and other agreement proposals for technical adequacy and compliance with applicable laws, regulations, and policy.
  • Examines draft documents and reviews the following: Instrument, Legal Authority, Signatory Authority, Assurances and Provisions, Competition, and Appropriation Usage
  • Communicates to management changes in policy, regulations, and legal authorities affecting agreements as appropriate.
  • Administers assigned grants after award including conducting regularly scheduled monitoring of the grantees to ensure compliance with grants/agreements awards.
  • Maintains a tracking system of awarded grants and cooperative agreements. Independently closes out grants and agreements
  • Assists in application review for compliance with policies and procedures.
  • Duties listed are at the full performance level.

Qualifications

Specialized Experience Requirement:

For the GS-09: You must have one year of specialized experience equivalent to at least the GS-07 level in federal service.
Specialized experience is defined as 3 out of 4 of the following:(1) Reviewing organizational budgets and performing cost analyses to ensure financial performance requirements are met (2) Assisting in the preparation of grants and agreements or procurement administration documents, (3) Managing grants and agreements or procurement business such as tracking payments and funds balances (4) Monitoring awardee or vendor performance, Using Federal and Departmental statutes, regulations, policies, and procedures governing grants, agreements or acquisition to resolve related problems and conflicts.
OR
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., directly related to the position and demonstrates the knowledge, skills, and abilities necessary to do the work, such as contracting, financial management, business administration, public administration, or any other related field.
OR
An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work, such as contracting, financial management, business administration, public administration, or any other related field.

For the GS-11: You must have one year of specialized experience equivalent to at least the GS-09 level in federal service.
Specialized experience is defined as 3 out of 4 of the following: (1) Monitored grants and agreements to assess compliance with regulatory, policy, and reporting requirements; (2) Performed standard grants or agreement administration tasks, such as independently conducting standard grant close-out processes, including the preparation of final assessments of compliance with statutory and agency requirements for disposition of property, financial and accounting reconciliation, and resolution of any adverse audit findings;(3) Applied new or modified work methods in performing conventional grant and/or cooperative agreement pre-award tasks, such as generating grant solicitations, identifying potential negotiation strategies, and making recommendations to resolve problems (4) Communicates changes in policy, regulations, and legal authorities affecting agreements to management team.
OR
Ph.D or equivalent doctoral degree or three years progressively higher level graduate education leading to such a degree or LL.M., if related. Graduate education must be directly related to the position such as contracting, financial management, business administration, public administration, or any other related field.
OR
An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work, such as contracting, financial management, business administration, public administration, or any other related field.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
