USAID is using this vacancy announcement to recruit under the following areas of consideration: a) All U.S. Citizens (no prior Federal experience required); and b) Status Candidates (on career or career-conditional appointments), including former Federal employees with reinstatement eligibility, those eligible for CTAP; ICTAP, VEOA; special hiring programs under a non-competitive appointment authority; Executive Order 12721, and individuals on interchange agreement with Other Merit Systems.
Develops and implements plans designed to enhance relationships with USAID stakeholders using the Web, social media and other channels, including video, to increase effectiveness in communicating program goals, priorities and area(s) of concern.
Establishes and maintains effective working relationships at multiple levels within USAID programs in order to develop and disseminate coordinated messages that accurately address USAID programs, including foreign assistance programs.
Coordinate communication between USAID and external organizations, domestically and globally, concerning the purpose and role of the U.S. economic assistance program and its place in international development.
Plan to further strengthen information linkages between USAID and the U.S. private and public sectors.
Develop and coordinate the Agency's participation and/or initiation of communication programs and projects designed to educate the public about foreign assistance, specialty activities, briefings, and other related outreach and liaison events.
Utilize benchmarking data to measure the effectiveness of the programs and to identify improvement areas; oversee the publications, statistical reports and analyses to measure the effects of communication activities, according to overall objectives.
Must be able to obtain and maintain a security clearance.

Qualifications
Specialized Experience:
GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes a) experience working on the global development community of implementers for profit and non-profit to promote international priorities; and b) experience developing and disseminating coordinated messages that accurately addresses foreign assistance programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
