Summary

This position is located in the Office of Inspector General (OIG), Division of Information Technology (DIT), Branch of Information Technology (BIT) located in Washington, DC.  BIT is responsible for providing computer systems, IT security, hardware, and software support to the OIG. This includes providing supporting infrastructure for the development, implementation, operation and maintenance of the nation-wide OIG information systems.

Duties

  1. The incumbent serves as a senior Information Technology Specialist in the Division of Information Technology providing expertise in network and systems development and database management.
  2. The incumbent also implements and maintains security measures, including the integrity and confidentiality of systems, networks, and data, and ensures that FISMA compliance is an integral component of all IT projects.
  3. The incumbent also gathers, assembles, and analyzes facts, draws conclusions and devises solutions to complex problems which will increase the effectiveness of the OIG program.
  4. Functions as a technical expert to top management on new information technology developments, recommending new IT policies/systems for implementation in the OIG in developing specific plans to integrate these developments into the current systems or in developing long range-recommendations.
  5. Develops and recommends implementation of short and long-range strategic plans to ensure that network capacity meets existing requirements; develops, implements, and maintains policies, procedures, and associated training plans for network resource administration and appropriate use; practices network asset management, including maintenance of network component inventory, life cycle management and related documentation; conducts research and makes recommendations on network products, services, protocols, and standards in support of network procurement and development efforts; assesses, recommends approval, and administers all equipment, hardware, and software upgrades; participates in overseeing on-site and off-site data centers, to include ensuring optimal operation of all network hardware and equipment, including routers and switches; including firewalls and anti-virus solutions.

Notification Concerning COVID-19 Vaccinations.  As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.  If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021, or before appointment or onboarding with the agency (if later than November 22, 2021).  The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement.

Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area.  Once employees are permitted to return to the office, you will be expected to report, within 30 days, to the duty station offered to you in your offer letter. At that time, you may be eligible to request to continue to telework under the terms of the Agency’s telework policy.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below: 

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. An experience indicator at this level includes planning, prioritizing, and organizing project/program requirements.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. An experience indicator at this level includes in-depth analysis and resolution of complex problems such as assessing customers’ needs and tailoring information about products and/or services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. An experience indicator at this level includes orally justifying decisions, conclusions, findings, and/or recommendations in a professional setting such as orally presenting project/program-related information to engage in open and constructive discussions and sharing of information.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. An experience indicator at this level includes gathering and analyzing facts, drawing conclusions, and developing recommendations/identifying alternatives to solve complex problems such as utilizing various sources to conduct research to determine proper alternatives and providing recommendations to resolve project/program-level issues that impact the work and outcomes of an organization.

AND

Specialized experience includes: managing/using Splunk Enterprise/Enterprise Security, Windows 2012/2016/2019 administrator experience; firewall administration (Palo Alto firewalls preferred) and managing/maintaining switches/routers such as Cisco and Dell. In addition, building/working with Red Hat and Windows servers that have DISA STIGS enable; maintaining LAMP/Drupal, and BIND/DNS environments; experience assisting with IT security issues and incidents; experience and knowledge in executing a successful communications plan between key project stakeholders; and troubleshooting advanced technical problems of a complex or unknown nature with escalation to a vendor when it is appropriate or necessary.

Permanent Change of Station funds (PCS) will not be offered.

Relocation Incentive will not be offered.

This position is outside the Bargaining Unit.

This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.

Network Management:  Operation, management, and maintenance of network and telecommunications systems, linked systems, and peripherals. Manages a full network for the installation and maintenance of new system hardware and software.

Systems Administration: Expert knowledge of the techniques, practices, and methods for planning and coordinating the installation, testing, troubleshooting, and maintenance of hardware and software systems.

Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
