Summary

Current or former permanent federal employees must have met a one year probationary period or trial period in the competitive or excepted service. Duties

Help

Performs basic (but progressively more difficult) assignments in implementing enhancements or changes to the Consolidated Automated System for Time and Labor Entry (CASTLE) system for the Department of Transportation (DOT) as a CASTLE Specialist under the close direction of the manager or more experienced professional.

Supports Timekeeping, Labor Distribution Reporting (LDR), human resources requirements for software design and setup. Assists In determining the functional requirements analysis and definition for a specific change request or enhancement. Assists in creating time and labor business scenarios, business process re­engineering approach development, training materials, and methodology necessary for the DOT design, implementation, and maintenance of changes to the core system.

Applies basic knowledge in the application of timekeeping rules and regulations, departmental policy and labor distribution reporting practices and policies. Has frequent contacts with customers and other external parties on routine matters such as gathering Information, explaining regulations, and discussing the customers' situations.

Assists timekeepers, approving officials, CASTLE Managers, Payroll Liaison Staff and others with questions regarding the use and operation of the CASTLE timekeeping and labor distribution application. Tests new CASTLE releases as well as providing CASTLE users training to specified audiences. Interacts with the CASTLE project team lead and CASTLE systems analysts to Identify potential system problems.

Established policies/procedures provide detailed guidance for almost all assignments, with little or no room for discretion. Works under detailed instructions provided by a manager, project/program manager, team leader, or more experienced professional. Refers problems and work Issues to a manager or more experienced professional when guidelines are not available or application.

Work is reviewed regularly during assignments and at completion to ensure timeliness and all aspects of quality.

To qualify for this position at the FV-F (FG/GS 5-9) level, you must demonstrate in your application that you possess at least 3 years of progressively responsible general work experience, 1 year of which was equivalent to at least FG/GS-4, that demonstrates the ability to:(1) analyze problems to identify significant factors; gather pertinent data; recognize solutions; (2) plan and organize work and (3) Communicate effectively orally and in writing.

Education Substitution:
Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, gained from an accredited college or university.

COMBINATION OF EDUCATION and EXPERIENCE may be qualifying for this position.
