Duties

Help

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Center of Excellence and Expertise. The selection will be made and oversight of this position will be maintained by the Field Office, but the physical location of this position will remain in the duty location chosen.

Law enforcement positions are expected to report to their duty station on a daily basis. However, due to COVID-19, some positions in CBP are currently in an expanded telework posture. If selected, and you are given on an entrance on duty date you will be provided additional information on the reporting requirements of your position.

Please note: Due to multiple vacancies per duty location; you may be contacted by selecting officials from different Centers of Excellence and Expertise locations. You will be asked to identify your duty location preference in the on-line application process. Applicants will be limited to selecting one duty location. In some cases, the duty stations may not have a vacancy during the life of this announcement..

Joining the Customs and Border Protection Office of Field Operations will allow you to use your technical and administrative expertise to safeguard the U.S. commercial supply chains. This position starts at a salary of $53,433.00(GS-09, Step 1) to $69,462.00 (GS-09, Step 10) with promotion potential to $100,739(GS-12, Step 10). Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection.

In this Import Specialist position, you will become a key member of a team of homeland security professionals responsible for all import requirements. Typical work assignments include:

  • Determining admissibility of merchandise and making other import-related decisions.
  • Screening entry document packages for full range of regulatory and legal requirements.
  • Verifying tariff classification and appraising imported articles and products.

Qualifications

GS-09 Basic Requirement: You must provide supporting documentation in your application to show you meet the basic requirement that demonstrated experience required below:

  • Knowledge of the provisions of laws, regulations, procedures, practices, and documentation related to customs processes for entry and examination of imports;
  • Knowledge of the provisions of Federal laws and regulations on prohibited and restricted items and requirements for admittance into the United States and into commerce; and
  • Knowledge of the Tariff Schedules of the United States, and understanding of the basic principles, factors, and terms used in the determination of tariff classification and value.
Qualifying specialized experience may have been gained in work such as:
  • Tariff classification and appraisement.
  • Merchandise examining, e.g., while employed as a customs inspector.
  • Attorney or paralegal specialist assigned to tariff classification and value cases.
You qualify for this position if you meet the basic requirement listed above and possess the experience or substitution of education, if applicable, as described below:

GS-09 Experience: You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Working in areas such as Tariff classification and appraisement; Merchandise examining (e.g., while employed as a customs inspector); Attorney or paralegal specialist assigned to tariff classification and value cases.
  • Verifying tariff classification on imported merchandise to ensure appropriate duties, taxes and fees are assessed on formal and informal entries.
  • Gathering and analyzing information on industry trends and business transactions needed to make determination for their assigned accounts.
  • Initiating, planning, and conducting trade agreement verification visits, verifying the eligibility of goods recently imported into the United States.

Education Substitution:
GS-09: A Master's degree or equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree, a J.D. or an LL.B. degree from an accredited college or university may substitute for experience required at this level. This education must demonstrate the knowledge, skills, and abilities necessary to do the work

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process by 11/19/2021.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Polygraph Examination: CBP has the authority to conduct a polygraph for the Import Specialist position, however, at this time a polygraph is not a pre-employment requirement. If CBP decides to implement the polygraph as a pre-employment requirement while you are in the hiring process, CBP will notify you and provide additional information.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

Training: You may be required to attend and successfully complete approximately seven to eight weeks of Import Specialist training at the Field Office Training Academy in Charleston, SC.
