Plan, perform, advise on work in all phases of the budgetary process, e.g., budget formulation and justification, presentation and enactment, and execution.
Interpret and advise senior leadership on program plans, resource constraints, budget proposals, operating costs, and execution.
Display a mastery of the concepts, principles, practices, laws and regulations pertaining to the Federal budget process as necessary to supervise budget accounting and financial management functions.
Carry out a full range of supervisory responsibilities which includes assessing employee performance; disciplinary actions, training and development of staff, and workforce management.
Isolate and define unknown conditions, resolve critical problems, and develop new processes to address complex budget issues.
Work collaboratively with FRD Director on fiscal policy, and guidance issues to propose, develop, and advance appropriate legislative, regulatory, and fiscal policy initiatives.
Coordinate operational activities of the Division with other organizations in OIG and USAID.
Design and execute a plan to attract, cultivate and retain a high-performing, diverse workforce that is responsive to dynamic changes in missions and functions of the organization.

Qualifications
GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (1) Experience performing administrative and analytical duties in budget formulation, justification, allocation, execution and presentation for an organization and (2) Developing budget/financial plans, policies, guidance and procedures; overseeing, analysis and interpreting of budget/financial plans; policies, rules, and regulations in order to ensure allocation and execution of funds are within compliance with appropriations laws, and organizational mission.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
