Summary

This position is located in a Regional Office of the Employment and Training Administration (ETA).  The Regional Office is responsible for all workforce development and income maintenance activity assigned to that Region, with the exception of specific Job Corps and Office of Apprenticeship activities. 

This position is outside the bargaining unit.

Duties

Help

Leadership:

  • Advise and assist the Regional Director on strategic planning, policy, program operations, and performance accountability for the development and administration of a national workforce development system. 
  • Review work within the assigned areas and allocates resources to ensure completion of agency mission and office work plan.
  • Ensure that implementation of operating plan obligations is met, program performance goals are closely tracked, and prepare suggestions for mid-course corrections. 
  • Coordinate Division activities with other Divisions and Offices throughout ETA and work as a partner with other offices to facilitate the achievement of goals. 

Resource Management: 

  • Develop annual monitoring/technical assistance plans to accomplish organizational goals, establishing systems and methods to ensure efficient and effective management of resources; modify resource allocations in response to changes in plans, goals or conditions; establish evaluation systems to measure the quality of program products and services. 
  • Identify problem areas and suggest changes in resource requirements and modification to program plans.
  • Adequately allocate resources to support risk mitigation and agency priority areas; mobilize resources in the assessment and review of grant operations.

Agency Representative:

  • Promote and sustain positive relationships with customers, stakeholders and partners, to include collaboration with various officials from Federal, State and Local government agencies.
  • Facilitate discussions with grantees or groups of grantees with the intent of identifying common issues, ensuring compliance, delivering technical assistance, sharing and implementing departmental priorities, de-escalating tense situations, and addressing compliance issues.

Grants Management Laws, Regulations & Guidelines:

  • Monitor the performance of assigned division with respect to the operational plan and ETA grants management guidance.
  • Advise Regional Director on significant compliance issues with grantees, and assist in the development of technical assistance to address those compliance issues.
  • Oversee the assessment of grantee data and ensure timely and responsive technical assistance using ETA wide risk analysis techniques and tools that identify grantees at greatest risk.
  • Serve as agency expert and authoritative consultant internally and externally in one or more types of grants including ETA discretionary investments, formula grants funded under the Workforce Innovation and Opportunity Act, and grants to states in support of unemployment insurance operations within states.
  • Develop plans to convert strategic goals into action. 
  • Ensure that staff is knowledgeable of the annual performance metrics and ensure that products are delivered and deadlines are met.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

Applicants must have one year of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. In order to be determined qualified, applicants must have experience in at least four of the following:

  • Applying comprehensive knowledge and expertise of Federal legislation to the management of Federally-funded workforce development grant programs.
  • Interpreting program data, developing proposed changes, and anticipating the effects and outcomes of Unemployment Insurance (UI) or Federally-funded workforce development programs.         
  • Conducting oversight of and providing guidance to Federally-funded workforce development grant programs to help them meet program objectives and grant requirements.
  • Working collaboratively and maintaining cooperative relationships with officials in Federal, state, and local government agencies and public entities.
  • Communicating effectively in oral and written presentations to officials, staff, and the general public.
