Duties

Help

As a Financial Management Analyst, you will perform the following duties:

Conduct systematic examinations and appraisals of customer financial documents; analyze and evaluate ongoing customer expenditures to ensure timely obligations occur in conjunction with anticipated customer budget forecasts; review and assess continual changes in customer program plans and funding and their effect on financial and budget program milestones. Assist senior accountants in planning and developing segments of GSA's internal control architecture; assist in conducting reviews and assessments of internal controls initiatives. Assist project leader or accountant in performing various segments of broad financial management projects and studies relating to the planning, development, implementation, and evaluation of financial management policies, processes, methods, and procedures. Assists others in helping to ensure the validity and technical accuracy of analytical findings and recommendations of studies/projects undertaken. Maintain comprehensive automated records and data on customer financials to allow for and expedite the in-house processing, tracking and management of customer vouchers and payments for transactions completed by the organization serviced; assure interface of customer financial information with the larger automated accounting management system; monitor accounting systems impacting customer operations and expenses or related customer activities/accounts. Provide advice and counsel to GSA operating officials on financial matters. Provides advice to GSA managers and customer officials on regulatory requirements, financial policies, the interpretation of data, and program improvements through analysis of program operations, monthly reports, and special systems edits. Provides recommendations regarding financial strategies and/or procedural changes designed to improve existing financial reporting and evaluation systems. Work with customer financial personnel, as necessary, to recommend fiscal adjustments based on personal analysis and findings of financial and budgetary relationships for financial actions that are time sensitive or otherwise in need of modifications in accordance with established auditing practices and protocols.

If selected, you must meet the following conditions:

  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 1 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency (if later than November 22, 2021). The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement. If selected and you are a current GSA employee (except in the OIG), you are not required to show proof of full COVID-19 vaccination if this requirement has already been met.
  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

The GS-12 salary range starts at $78,277 per year. Locality will be determined based on duty location.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

SPECIALIZED EXPERIENCE:

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience providing analysis and advice regarding financial programs and systems and must include the following:
● monitoring financial reports for accuracy and fund management;
● analyzing financial data to determine whether existing operations, procedures, policies and reports meet organizational objectives;
● reviewing, analyzing and reporting upon financial income and expense statements using established accounting principles;
● performing analysis for new and unusual accounting situations and determining their proper treatment; and
● using automated systems and tools to conduct financial analysis

Additional information

Bargaining Unit status: AFGE or NFFE (dependent upon location).

  1. Knowledge and understanding of the principles, theories, and practices of budgeting, accounting and financial management to participate in systematic studies and evaluations.
  2. Ability to develop strategies to respond to critical financial management issues.
  3. Ability to analyze facts and financial and budgetary relationships, draw conclusions, and recommend solutions to problems as they impact financial systems in the agency.
  4. Ability to use information technology to accomplish routine tasks, including extracting budget and program data, and utilizing word-processing and spreadsheet and database applications.
  5. Knowledge of financial management decision-making, statistical analysis methods, and financial reporting.
  6. Skill in written communication in order to prepare clear and concise reports, plans, analyses, and correspondence.
  7. Skill in oral communication to make formal and informal presentations to higher level management.
  8. Ability to work productively and cooperatively as a member of a project team on financial management projects.
