Duties

Help

As a Student Trainee (Human Resources Management), you will:

Provide clerical support to HR assistants, specialists and supervisors in all areas of HR; research and organize information for special projects, consolidate reports, and perform statistical analysis. Prepare correspondence and memorandums, establish and maintain files and guides, monitoring various programs and alerting higher graded personnel to potential problem cases or program trends. Coordinate personal security investigations, medical physicals, drug testing, and any other related employment entry requirements. Extend job offer telephonically and through memorandum; establish entrance on duty dates in coordination with management. Support new employment orientations, make recommendations for program improvement and innovation. Process retirement applications, health benefits, life insurance, and TSP program. Respond to routine queries by researching and resolving discrepancies, and provide appropriate forms when necessary. Uses personal computer to generate products from word processing and/or other office automation software or equipment, and utilize various software programs to create, copy, edit, store, retrieve and print a variety of correspondence, memoranda, directives, forms, and reports; create or maintain spreadsheets or databases.

Qualifications

To be eligible at the GS-5 level, applicants must possess at least one full year of specialized experience equivalent to at least the GS-4 level. Specialized experience is defined as progressively responsible clerical, office, or other work that indicates the ability to perform the duties of a student trainee supporting human resources management functions. Examples of specialized experience include: reviewing documents with human resources management impact or legal implications for accuracy and completeness, typing and formatting correspondence and forms; obtaining information from files or general reference sources. Knowledge of basic occupational theory, principles, concepts, and practices in the technical area of Human Resources. Skill in applying basic occupational theory, principles, concepts, and practices sufficient to perform student trainee assignments.

To qualify at the GS-07 level, you must have completed one full academic year of graduate level (18 semester hours) education; OR have a Bachelor's degree with Superior Academic Achievement (as evidenced by class standing in the upper third of the graduating class; 3.0 grade point average on a 4.0 scale for all academic work; grade point average of 3.5 on a 4.0 scale in the major field of study; or election to membership in a national honor scholastic society). OR One year of specialized experience at least equivalent to the GS-5 level in Federal service. Examples of specialized experience include: assisting higher graded HR Specialists in staffing, recruitment, position classification/management components; applying basic staffing and pay administration policies, principles, and practices prefer under title 5; assisting an organizational in resolving routine issues by offering solutions and alternatives

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

Education

A qualifying educational institution is a: Public high school whose curriculum has been approved by a state or local governing body. Private school that provides secondary education as determined under state law. Home-school that is allowed to operate in a state Technical or vocational school. Two-year or four-year college or university. Graduate or professional school (e.g., law school, medical school). Post-secondary home-school curriculum that has been approved by an accrediting body recognized by the Secretary of the U.S. Department of Education is qualifying A certificate program means post-secondary education, in a qualifying educational institution, equivalent to at least one academic year of full-time study that is part of an accredited college-level, technical, trade, vocational, or business school curriculum. Students who take online courses are eligible to participate in the Student Internship Program so long as all other requirements are met and the school is accredited by the U.S. Department of Education.

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency, if after November 22. To be eligible for this opportunity, you must be able to attend school and physically report to the actual hiring office, on a pre-determined schedule, in order to carry out work assignments. Remote location assignments or a telework schedules, is not currently an option.
