Summary

This position is located in the Office of Inspector General (IG), Office of Management and Policy (OMAP), Division of Procurement and Administrative Services.  The incumbent provides advice and assistance to the AIG/DAIG of OMAP, as well as the IG and other AIG's on issues affecting OIG contracts and procurement, and is responsible for developing policies and procedures in all areas of administrative management services.

Duties

Help

Responsible for the overall management and supervision a staff of contracting specialists in grades GS-14 and below actively engaged in all phases and activities relative to the procurement process. Supervision and oversight at this level requires exceptional coordination and integration of a number of very important and complex program segments.

Delegates full responsibility for the planning and execution of the procurement and contract program, including authority for policy-making decisions which affect the internal operations of the program, consistent with Governmental and Department of Labor procurement policy.

Directs the nation-wide administration and management of the full range of administrative management activities in the areas of telecommunications, space design/re-design, travel management, property management, facilities and fleet management and emergency planning (COOP), which are nation-wide.

Balances program and technical needs, statutory and regulatory requirements, and socio-economic concerns, and ensure contractors receive important and fair equitable treatment, to make decisions based on sound business judgment that are in the best interest of the Government.

Develops long term strategic goals and approves multi-year and longer-range work plans and changes policy in response to appropriations or legislative changes.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Applicants must meet time-in-grade, time-after-competitive-appointment and qualifications requirements within 30 calendar days after the closing date of the vacancy to be eligible for consideration for selection.

Notification Concerning COVID-19 Vaccinations.  As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.  If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021, or before appointment or onboarding with the agency (if later than November 22, 2021).  The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service.

Specialized experience for this position includes: Planning and directing management activities including program planning and evaluation, financial management, administrative operations support, and information management activities to include budget formulation and execution tasks and project management, acquisition planning, contract formation, partnering with government and industry, administration, and resolution of disputes and claims, and providing procurement advice and counsel to agency program managers and executives; Ensuring the award and administration of contracts complies with applicable contracting laws, directives, and policies; develop internal administrative policies and procedures to initiate changes required by the change in programs.

Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report, within 30 days, to the duty station offered to you in your offer letter.  At that time, you may be eligible to request to continue to telework under the terms of the Agency’s telework policy

No Permanent Change of Station funds (PCS) will be offered.

Relocation Incentive will not be offered.

This position is outside the bargaining unit.

This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.

Education

  • Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

  • A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

  • Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

  • Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
