Help

As the VISN EEO Manager, you will serve as the principal liaison between the Office of Resolution Management, Central Office, and Regional Counsel regarding Equal Employment Opportunity complaints and other related program aspects. You will be responsible managing all EEO related programs, which includes the responsibility for conducting studies, developing goals, establishing action plans to eliminate underlying causes of problems, analyzing statistical data, and advising and assessing progress toward achievement of VISN objectives and goals. The duties of the position also include, but are not limited to the following:

  • Developing data into reports/recommendations for VISN Director on performance improvement for facility EEO programs.
  • Serving as a key member of VISN task forces to investigate high impact facility issues.
  • Interpreting policies, laws and regulations, and the development and implementation of policy and training programs to Alternative Dispute Resolution, EEO Training for Managers and Supervisors, Prevention of Sexual Harassment, Reasonable Accommodation, No Fear Act, Anti-Harassment, Diversity, and Management and compliance with Title VI & IX of the Civil Rights Act of 1964, prohibiting discrimination in Federally conducted programs.
  • Assisting in the coordination of, and conducting EEO training for managers and supervisors including the prevention of sexual harassment, ADR, Diversity, and other EEO related programs.
  • Participating in agency management audits or special EEO review/site visits (including OCAP and HR/EEO Program Evaluation site visits).
  • Assuring V16 medical centers comply with all existing VA policies and regulations, medical center policies, and other relevant requirements.
  • Participating in medical center planning activities that reflect the needs of minority Veterans.
  • Serving as the minority Veteran liaison with appropriate medical center committees.
  • Monitoring VISN EEO compliance for action items identified from EEO Program Status Report, ECF Performance Plan and VISN Workforce Development Council Strategic Plan.
  • Compiling data from VSSC generated reports, ADR Tracker Reports, CATS reports and quarterly reports incumbent is responsible for developing for facilities to report on ADR activity, diversity, leadership development, reasonable accommodation, student training and employment, mandatory training, disabled veteran employment and hires, targeted disability employment and hires, use of special hiring authorities, etc.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Duty Location: The physical location of this position will be determined upon selection. Preferred location is the South Central VA Health Care Network Office (VISN 16) in Ridgeland, Mississippi. Virtual/physical assignment to one of VISN 16's VA facilities located in Alexandria, LA, Biloxi, MS, Fayetteville, AR, Houston, TX, Jackson, MS, Little Rock, AR, New Orleans, LA, or Shreveport, LA is possible for a highly qualified candidate.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (described below) in the normal line of progression for the occupation in the organization.

GS-12 - To qualify at the GS-12 grade level, you must possess at least one (1) full year of specialized experience equivalent to the GS-11 grade level in the federal service that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of an EEO Manager. Examples of the required specialized experience include:

  • Applying knowledge of Federal EEO Law, regulations, policies, and court decisions and skill sufficient to carry out program assignments.
  • Applying knowledge of the operation principles of the EEO program to include, theories of discrimination, counseling process, the complaint process, investigative practices and principles, the roles of the Diversity and Inclusion committee and Special Emphasis Programs, as well as all required and related plans and reports.
  • Applying working knowledge of the principles of personnel management and federal personnel regulations that provide the basis for recommending changes in employment policies and practices.
  • Making technical recommendations for actions in complaint cases.
  • Monitoring and evaluating the EEO program to ensure quality service and responsiveness to employee needs; and participating in projects, workgroups and/or subcommittees relevant to EEO program areas.
GS-13 - To qualify at the GS-13 grade level, you must possess at least one (1) full year of specialized experience equivalent to the GS-12 grade level in the federal service that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of an EEO Manager. Examples of the required specialized experience include:
  • Applying knowledge of Federal EEO Law, regulations, policies, and court decisions and skill sufficient to carry out program assignments.
  • Applying knowledge of the operation principles of the EEO program to include, theories of discrimination, counseling process, the complaint process, investigative practices and principles, the roles of the Diversity and Inclusion committee and Special Emphasis Programs, as well as all required and related plans and reports.
  • Applying working knowledge of the principles of personnel management and federal personnel regulations that provide the basis for recommending changes in employment policies and practices.
  • Serving as a consultant to medical center treatment teams and committees concerning the care of minority patients and to identify and address areas of special concern for minority Veterans.
  • Participating in projects, workgroups and/or subcommittees relevant to EEO program areas.
  • Performing compliance and enforcement activities related to EEO program areas.
  • Conducting reviews to identify systemic equal employment challenges such as less than expected representation of demographic groups and the policies and practices that may have a disparate impact on classes of employees or job applicants.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work of the EEO Manager is mostly sedentary. There is a moderate amount of walking involved, with infrequent bending, lifting, and, stooping. The incumbent's vision should be sufficient to read from a computer screen for extended periods without excessive fatigue. Prolonged use of computer keyboard for data entry is required. The majority of the work is performed in a traditional office setting. The position requires occasional travel by car, train or other mode of public transportation.
