Duties

Help

  • Collection Project Management (60%)
    • Oversees the AVMPI by assessing program needs, as well as assists with developing and implementing collection management standards, policies, and procedures to ensure the safety, conservation, and preservation of audiovisual collections.
    • Collects and assembles critical information about collections to assist in the assessment of the Smithsonian’s overall audiovisual collections stewardship. Compiles reports and recommendations relating to preservation for the use of committees, focus groups, and other units within the Smithsonian.
    • Manages the AVMPI Team, ensures the completion of goals in a timely manner, as determined by the AVMPI Task Force and Advisory Committee. Develops project goals and timelines and identifies persons responsible for completing project tasks. Communicates issues and potential bottlenecks to SLA Preservation Coordinator for resolution
    • Coordinates all AVMPI activities and related projects, to include physical stabilization and conservation treatment, digitization, quality control, transcription, and accessibility. Maintains the conservation laboratory and collections storage for AVMPI activities, to include inventorying and purchasing supplies, advising on appropriate conservation treatment methods, and managing collection environments and an integrated pest management program.
  • Budgets and Contracts (25%)
    • Serves as principal Contracting Officer’s Technical Representative (COTR) on preservation-related contracts for rare or at-risk collection digitization. Develops statements of work, evaluate proposals and quotes, and interview vendors in accordance with guidance from the Office of Contracting (OCon). Ensure compliance and payment of contracts; and inspect and ensure quality of work and associated deliverables.  
    • Assists in providing budgetary input on resource needs and for the preparation of the AVMPI annual program budget and spending plans. Manages the purchase and inventory of preservation supplies for the rehousing, stabilization, and the conservation of audiovisual collections. Monitors the internal controls designed to safeguard assets, ensure integrity, and comply with SLA and SI policies. 
  • Administration (15%)
    • Gathers and edits media from multiple SI archives for use in the planning for pan-institutional audiovisual preservation projects. Assembles statistical data and reports for stakeholders to demonstrate the fulfillment of AVMPI goals. Fields and processes preservation requests from SI staff for preservation projects. Provides a high level of service when interacting with SI staff, external stakeholders, and the public.

Qualifications

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation. Applicants who have the 1 year of appropriate specialized experience, are not required to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.

For this position, applicants must have 1 year of specialized experience equivalent to at least the next lower grade level, GS-09, in the Federal Service or equivalent.

For this position, specialized experience is defined as:  Performing preservation program management experience for analog audiovisual collections to include conservation of physical materials and the digitization of audiovisual assets, contract management experience and budget processing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience.  Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the average number of hours per week spent in such employment on your online resume.

Note:  Your specialized experience must have been in a position(s) equivalent to duties for the occupation at the next lower grade level for the position being filled as defined by applicable Federal standards.

Education

There is no positive education requirement for this position.  Education can not be used as a substitution for specialized experience at the GS-11 level.

  • Ability to direct the preservation program by assessing program needs, as well as developing and implementing collection management standards, policies, and procedures to ensure the safety and preservation of all archival collection.
  • Ability to create and maintain preservation and treatment records and integrates information into existing collection management systems.
  • Ability to set priorities for the preservation program to repair damage and mitigate detrimental conditions for collection items.
  • Ability to provide budgetary input on resource needs and for the preparation of preservation program budgets and spending plans.
