  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Administer and enforce the Agency's internal equal employment opportunity programs including coordination of the Center?s Special Emphasis programs.
  • Advise managers on policy formulation related to equal employment, analyze management problems related to equal employment, and monitor/evaluate management policies and practices to determine their impact on equal employment.
  • Conduct fact-finding, analyses, writing, and application of equal opportunity principles to identify and/or solve problems.
  • Investigate and perform conciliated, negotiated, or consulting activities on behalf of Agency management officials.
  • Develop, administer, and evaluate affirmative action plans such as Management Directive (MD) 715.
  • Draft or prepare a variety of documents to include newsletter items, responses to routine inquiries, reports, memorandums, and other related documents.

Qualifications

To qualify for GS-09, you must have:
a) One year of directly related specialized experience equivalent to the GS-07 level working with entry-level EEO assignments (e.g., assigning complaints internally; sharing complaint files with need-to-know internal recipients, providing administrative support within/outside the organization, etc.); Advising complainants on EEO policies/office procedures and general policies or participating in formal EEO training.
OR
b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field
OR
c) Completed 2 full academic years of progressively higher graduate education in an appropriate field; or LL.B or J.D, if related
OR
d) Have an equivalent combination of experience and graduate study as discussed in a), b) and c) above

To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level assisting in management of equal employment opportunity (EEO) initiatives/programs (e.g., working on special observances/events; participating with more experienced EEO specialists in diversity dialogs and crucial conversations that deal with differences and/or equity in the workplace; assisting in EEO complaint intake processing and informal counseling; Assisting more experienced EEO specialists to implement new Executive Orders (EOs); Providing input/consulting with senior EEO specialists on technical issues related to a case file/complaint.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher level graduate education in an appropriate field; or LL.M., if related
OR
d) Have an equivalent combination of experience and graduate study as discussed in a), b) and c) above
