Summary

This position is located in the Communications Division, Office of Policy Support, Food and Nutrition Service (FNS), and reports to the Branch Chief in the Media Relations Branch. You will identify communications needs; develop informational materials to inform audiences of the agency's policies, programs, services and activities; and plan, execute, and evaluate the effectiveness of information and communication programs in furthering agency goals.

Help
  • Develops, reviews, and disseminates informational material to the general public or specialized target groups, using a wide range of traditional and digital communication methods and techniques.
  • Plans, initiates, and implements comprehensive, nationwide public affairs campaigns and strategies, utilizing traditional and social media tactics, to enhance understanding of FNS programs.
  • Establishes and maintains effective working relationships with representatives of the news media, providing information about agency programs, policies, and services.

Qualifications

GS-1035-11 QUALIFICATION REQUIREMENTS:

Specialized Experience is 52 weeks at the GS-09 level, or equivalent. Specialized experience is experience that has equipped the applicant with the competencies/knowledge, skills and abilities to successfully perform the duties of the position.

This experience need not have been in the federal government. For this position, examples of specialized experience are, but are not limited to:

- Developing and implementing public affairs, public relations, communications, and/or marketing programs;
- Basic experience in media relations and social media practices and strategies; and
- Assessing public reaction and recommending appropriate communication strategies and information materials.

GS-1035-12 QUALIFICATION REQUIREMENTS:

To qualify for the GS-12:

Applicants must possess one year of specialized experience equivalent to the GS-11 in the Federal Service. Specialized experience is experience that has equipped the applicant with the competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

For this position, examples of specialized experience are, but are not limited to:

-Developing and implementing public affairs, public relations, communications, and/or marketing programs;- Intermediate experience in media relations and social media practices and strategies;
- Interpreting and utilizing media analytics and reports on the efficacy and efficiency of an agency communications to improve future activities; and
- Assessing public reaction and developing appropriate communication strategies and information materials.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:

Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

GS-11 Education Substitution:

Applicants may also qualify if they meet either of the following education provisions.

PhD or three years of successfully completed related graduate level education leading to a doctoral degree in Agriculture, Public Affairs, Business, Public Policy, Economics, Human Resources Management or other closely related area of study or an LL.M, if related, from an accredited U.S. college or university.

G-11 Combination Of Experience and Education:

Applicants may also qualify if they have an equivalent combination of education and experience. The combined total percentage of education and experience must equal 100 percent.

GS-12 Education Substitution:

There is no education substitution for the GS-12 level.
