Duties

Help

This position is located within the Science Applications Program and is based in the California-Great Basin Regional Office in Sacramento, California. The incumbent will be a key member of the Science Applications Program in our Region and will also supervise a growing number of staff. Together, the coordinator and other team members will: identify and focus capacity on shared conservation-science priorities; lead, coordinate, and support integration of cross-programmatic and cross-organization landscape conservation efforts; and develop and support implementation of spatial and decision-support tools to inform conservation actions. The Coordinator will interact regularly with each of the other Service natural resources programs in our Region; with Science Applications staff and managers in our Service Headquarters; with leadership, managers, and staff from other Federal and State agencies; and with a number of other key partners (e.g. in Industry and Non-Governmental Organizations).

As a Fish and Wildlife Adminstrator your duties will include, but are not limited to, the following:

  • Address conservation challenges that cross jurisdictional boundaries, such as habitat fragmentation and climate change, which require conservation planning at an ecologically appropriate scale (e.g., watersheds, landscapes, ecoregions).
  • Develop and coordinate landscape scale partnerships among a wide variety of groups (State conservation agencies, Federal agencies, private organizations, universities, non-governmental organizations, etc.) representing numerous conservation programs that work together on common goals and objectives that will lead to development and implementation of mutual, large-scale conservation strategies.
  • Provide Science and Technology support in developing and refining the biological foundation underlying fish and wildlife conservation strategies and plans including conservation design, conservation delivery, decision-based monitoring and assumption-driven research.
  • Advise agency officials on complex scientific and resource issues, and interpret and implement legislation and legal decisions affecting natural resources programs.
  • Supervise a small staff of scientists, planners, and other professionals assigned to or working for the assigned issue or area.

Qualifications

Only experience and education obtained by 09/13/2021 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:

  1. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

    or

  2. Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown in A above, plus appropriate experience or additional education.

    or

  3. Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above.
Minimum Qualification [GS-13]
  1. One year of specialized experience comparable in scope and responsibilities equivalent to GS-12. Experience includes. (1) Skill in development of science-based conservation priorities, goals, objectives, strategies or plans. (2) Ability to develop partnerships sufficient to support cross-programmatic and cross-agency/entity collaborative conservation. (3) Knowledge and expertise of one or more biological/conservation discipline to be able to provide technical expertise and assistance on research projects. (4) Knowledge to enable the synthesis and translation of conservation science into relevant programmatic conservation policy development and implementation in one or more FWS natural resources program
Minimum Qualification [GS-14]
  1. One year of specialized experience comparable in scope and responsibilities equivalent to GS-13. Experience includes. (1) Skill in leadership of development of science-based conservation priorities, goals, objectives, strategies or plans. (2) Ability to develop and lead partnerships sufficient to support cross-programmatic and cross-agency/entity collaborative conservation. (3) Knowledge and expertise of one or more biological/conservation discipline to be able to provide technical expertise and guidance on research projects. (4) Knowledge to lead the synthesis and translation of conservation science into relevant programmatic conservation policy development and implementation in one or more FWS natural resources program

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
