Duties

Help
  • Prepares budget estimates.
  • Prepares SSA's budget justifications.
  • Reviews and edits component and office budget submissions for reasonableness, accuracy and conformance with procedures and guidelines; making recommendations to senior analyst for changes in component estimates.
  • Prepares decision memos, issue papers, emails and other relevant forms of correspondence for use by agency executives in making budgetary decisions.
  • Works collaboratively with other analysts within OB and with other component analysts outside of OB.
  • Provides performance data and analysis information to supervisor, lead analysts and partners inside and outside the agency to set priorities, influence plans and support decisions regarding resource allocations.
  • Prepares both written and oral presentations and major documents for internal and external use.
  • Assists senior budget analyst in formulating, tracking and analyzing SSA's administrative budget and performance on a SSA and component-level basis.
  • Assists senior budget analyst in interpreting administrative budgetary policies/limitations and issuing guidelines to SSA components.
  • Assists senior analyst in developing and preparing the agency budget submissions to OMB and/or Congress.

You can meet the MINIMUM QUALIFICATIONS with (1) Specialized Experience AND/OR (2) Education. The requirements for both are explained below.

(1) SPECIALIZED EXPERIENCE: You must have at least 52 weeks of Specialized Experience as described below. This experience must have been gained in a federal position at or above GS-05 OR (if your position/experience is in another federal payscale or outside of federal service) by performing duties at a level equivalent to those performed in a federal position at or above GS-05. This Specialized Experience must have provided you with the specific knowledge, skills and abilities to perform the functions of this GS-07 Budget Analyst position.

SPECIALIZED EXPERIENCE is work primarily consisting of administrative support in a financial capacity (e.g., budget administration, accounting, auditing, fiscal or financial management).

DUTIES SHOULD INCLUDE providing financial information (types of funding available, legal uses of available funds and timeframes for spending) and assembling financial data; maintaining financial records; or compiling information for financial reports.


Since Specialized Experience also has a time component, it must be evident that the duties you describe are at the required level for at least 52 weeks.

Performance of duties that do not meet the requirements of the Specialized Experience statement (above) will result in a rating of ineligible.

If your experience was gained in a federal position, state the grade and pay scale of that position in your resume, along with the full start- and stop-dates of each position you are using towards meeting the Specialized Experience requirement.

If you are a federal contractor, do not identify yourself as a federal employee.

Experience must be clearly described in your resume or you cannot be considered for this position.


(2) EDUCATION: In lieu of Specialized Experience, you can meet the qualification requirement for this position if you have a Bachelor's Degree with Superior Academic Achievement (SAA) OR a Bachelor's Degree and one full year of graduate level education. SAA means your overall GPA was at least 3.0 out of 4.0, you graduated in the top one-third of your class OR you were elected to a National Honor Society).

If you do not have the full amount of experience or the full amount of education, you can also meet minimum qualifications if you have a combination of relevant specialized experience and qualifying graduate-level education. Only graduate-level education can be considered when combining education and experience.


MINIMUM QUALIFICATIONS (e.g., Specialized Experience and/or Education) must be met by the closing date of this announcement.


This vacancy announcement includes a USAHIRE COMPETENCY BASED ASSESSMENT.

Combining Education and Experience: Experience and education as described above may be combined to meet Minimum Qualifications. Experience and education will be computed as percentages of the overall requirements and must equal 100 percent when combined, as determined by this office during the review process. Only graduate-level education can be used to meet this requirement.

Note: One year of full-time graduate education is the number of credit hours your school determines to represent one year of study. If this information is not included on your transcript, we will consider 18 semester hours to equal one year of full-time study.
