Major Duties

As a Civil Rights Analyst, you will assist in providing support on issues related to HRSA's programs and activities as they relate to civil rights provisions, including Title VI of the Civil Rights Act of 1964; Title II of the Americans with Disabilities Act; Section 504 of the Rehabilitation Act of 1973; the Age Discrimination Act; Title IX of the Education Amendments of 1972; and Section 1557 of the Affordable Care Act.

Your major duties and responsibilities include:

  • Drafting issue papers and other supporting materials for use in advising senior leaders throughout HRSA on civil rights policies and the application of civil rights policies and the application of civil rights laws.
  • Preparing material regarding HRSA policies.
  • Analyzing the impact of outreach activity and special initiatives to be used in facilitating intra-and inter-agency work groups designed to ensure that persons are not subjected to discrimination on the basis of race, color, national origin, disability, sex, and age in health and social service programs.
  • Providing technical assistance to recipients of federal funds and covered entities to enable them to achieve compliance with civil rights laws.
  • Making recommendations regarding how HRSA can work more effectively with states, localities, and covered entities to ensure equal access to, and participation in, health and human services programs.
  • Serving as a member of intra-and inter-agency working groups in the development of policies, legislative and regulatory proposals and special initiatives to ensure that persons are not subjected to discrimination on the basis of race, color, national origin, disability, sex, and age in health and social service programs.

QUALIFICATION REQUIREMENTS:

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

GS-09: In order to qualify for the GS-09 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-07 level in the federal service.

Examples of qualifying specialized experience at the GS-07 level include performing the following types of tasks on a regular and recurring basis:

Researching, studying, and applying laws or policy in order to develop briefings, reports, and informational materials for a variety of audiences; and, gathering information related to protected populations (e.g., race, color, national origin, age, religion, sex, and disability status) from a variety of sources and briefing supervisor or other internal audience on findings.

OR

Have a master's degree or at least 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D. To be qualifying, the higher-level graduate education must be in a major field of study or other field of study with course work directly related to the work of this position.

OR

Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position.

GS-11: In order to qualify for the GS-11 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-9 level in the federal service.

Examples of qualifying specialized experience at the GS-9 level include performing the following types of tasks on a regular and recurring basis:

Analyzing the impact of civil rights laws and policies on organizational programs to provide recommendations to promote compliance and accessibility; and, researching and evaluating the impact of laws, regulations and policies on protected populations (i.e., populations relative to race, color, national origin, age, religion, sex, and disability status) to provide recommendations for preventing discrimination or improving access to services.

OR

Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study or other field of study with course work directly related to the work of this position.

OR

Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

CIVIL RIGHTS - Understands and applies knowledge of civil rights principles, laws, regulations, administrative procedures, public polices and court and administrative decisions.

RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.

Education
