The Operations Research Analyst serves as an analytical subject matter expert in providing statistical analyses to support the Air Traffic Control Facilities and Engineering Services and a host of FAA headquarters organizations, to include, providing expert guidance and instruction to both internal and external organizations to address diverse, highly complex, and challenging issues at the local and national levels, crossing multiple projects/ programs or functional and technical areas. Ensures timely and quality support services and projects that are provided to service delivery points and facilities; leads efforts to develop office policies, project priorities, and resource commitments associated with delivering services. Work with support organizations to identify and jointly solve problems.

Applies experience and expert technical knowledge of scientific work requiring the design, development and adaptation of mathematical, statistical, econometric, and other scientific methods and techniques to perform statistical analysis and research, as well as an understanding of new concepts, systems, or innovative approaches. Interprets and manipulates data into communication materials, such as info-graphics, presentations, and quick guides.

As a recognized expert, provides leadership for highly complex and challenging activities associated with the Facility Security Team (FST) , under the minimal direction of a manager or executive. Uses skill with probabilistic modeling, optimization techniques, applied statistics, decision analysis and data visualization to standardize and maximize the ATO's ability to analyze any of the three arms of FST or with the Agency Security Management office (ASH). Develops innovative approaches to attain organizational objectives and optimize resource utilization.

Predicts potential issues and proposes recommendations for preventive action. Identifies problems and uses statistical analysis, simulations, predictive modeling, or other methods to analyze information and develop solutions to problems. Conducts background research and studies to collects and analyze statistical data to prepare recommendation for aviation safety initiatives and for the preparation of reports. Formulates and applies mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision-making. Often develops new policies, procedures, and approaches taking into consideration FAA policies, government-wide rules and regulations, and industry standards. This work directly impacts the accomplishment of FAA strategic objectives. He/she serves as FST’s liaison for security matters to other organizations interfacing with officials at all levels: with ATO, Service Area, and Service Center personnel, ASH, corporate FAA offices and the Department of Transportation to ensure timely identification and resolution of issues.

Contacts are internal and external to AJW, including Contracting Officers, Contracting Officer Representatives, union officials, senior FAA

management and parties outside of FAA including Department of Transportation (DOT). Often represents FAA as the primary technical authority for major projects, programs, and other areas of FAA responsibility. May be privileged to and participates in conversations and advocates management positions for staffing levels in and around the NAS. Formulates and recommends organizational positions on major projects/policies/issues to senior management. Prepares, reviews, and may approve organizational reports or policies for internal and external distribution. Develops briefings to convey strategic vision or policies to internal and external audiences.

Works mainly independently and has broad discretion to ensure alignment with organizational objectives and policies. The work is reviewed for success in achieving planned results, not technical merit.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is defined as:

Experience in the developing, enhancing, and applying simulation models, working with operational data sources.

Education

Foreign education must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited U.S. educational institution in terms of equivalence to a degree acquired at an American college or university. BASIC REQUIREMENTS:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Evaluation of Education:

The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.

Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.

The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. Courses in theory of probability and statistics are highly desirable, but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified.
