The primary duties/responsibilities of this position are as follows:
-Serves as the manager for the Environmental Compliance Group providing supervision, direction, oversight, control and coordination of the assigned programs and environmental compliance activities.
-Ensures office's compliance with legal and technical aspects of environmental management and cultural resources such as the National Environmental Policy Act, Endangered Species Act, Fish and Wildlife Coordination Act, National Historic Preservation Act, and other applicable guidelines, policies, and laws.
-Provides oversight and control of environmental compliance and hazardous materials programs, environmental protection, and resource conservation activities to support planning, design, construction, and/or operation of water resource management projects.
-Prepares, monitors, and reports on budgets to carry out functional responsibilities.
-Maintains liaison with Federal, Tribal, State, local governments, non-governmental agencies, universities, stakeholders, and others for consultation, coordination, negotiation of cost share, and with public, stakeholders, and special interest groups to obtain public insight and input.

Qualifications

Basic Education Requirement:
Degree: Completion of a full 4-year course of study in an accredited college or university leading to a Bachelor's Degree in Biological Sciences, Agriculture, Natural Resource Management, Chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. Where specific course requirements are not indicated, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study.

In addition to the Basic Education Qualification Requirement, applicants must possess:

GS-13: To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience. Specialized Experience is defined as: Experience applying environmental laws and regulations (the National Environmental Policy Act, National Historic Preservation Act, Endangered Species Act, the Fish and Wildlife Coordination Act, the Clean Water Act, the Resource Conservation and Recovery Act, or the Comprehensive Environmental Response, Compensation, and Liability Act, etc.) to programs and actions; preparing environmental compliance and cultural resource documents (Environmental Impact Statements, National Historic Preservation Act Section 106 consultations, or Biological Assessments) and providing guidance and direction to senior management in effectively applying environmental management and compliance requirements to agency actions.

Education

This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. Probationary Period: You may be required to serve an initial probationary period.
Supervisory/Managerial Probationary Period: You may be required to serve an initial supervisory probation period.
Telework: Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval. Full time telework is not available for this position.
Relocation Authorized: Permanent Change of Station (PCS) expenses are authorized with the exception of the Guaranteed Home Sale Provision or first-post-of-duty relocation expenses are authorized, as applicable. The Tax Cuts and Jobs Act (TCJA), signed into law December 2017, suspends the moving expense deduction and the exclusion from income of qualified employer reimbursements of moving expenses that was allowed under previous tax laws. Employer reimbursements for moving costs are now generally taxed at the same rate as ordinary income.

For evaluating the quality of candidates for referral to the selecting official, a three-phased process will be used.

Phase 2: Candidates minimally qualified based on the assessment questionnaire identified in the first phase will advance to a structured resume reviewed by Subject Matter Experts. SME(s) will score resumes using pre-determined scoring matrix based on the following competencies:
Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
Technical Competence: Uses knowledge that is acquired through formal training or extensive on the job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
Leadership: Inspires, motivates and guides others toward goal accomplishment; coaches, mentors, and challenges subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors.

Phase 3: Candidates will be given a final score which combines the scores from the first and second phases. Those candidates who score as best qualified will be referred to the selecting official for consideration. The selecting official may or may not contact you for an interview.
