Duties

GSA’s Office of Technology Transformation Services (TTS) applies modern methodologies and technologies to improve the lives of the public and public servants. We help agencies make their services more accessible, efficient, and effective with modern applications, platforms, processes, personnel, and software solutions.  Our organization is comprised of several business units and an operations support team.

Responsibilities of a Contract Specialist include: 

  • Provide expert procurement advice and guidance to other parts of the Service, other Federal agencies, and to lower graded contracting professionals within the organizational segment. Promotes competition among clients and industry partners. Represents GSA in client meetings to ascertain scope, schedule, available funding and support level required. Provides input on potential new interagency agreements to the Deputy Commissioner of the Technology Transformation Service.
  • Serve as an expert contract specialist responsible for procurement strategy, pre- award and post-­award functions involving highly specialized procurements of importance to GSA.
  • Develop procurement objectives for the program in terms of competition and price range, and constructs the contractual vehicle including use of pricing arrangements, subcontracting policy, bet-aside policies, and similar considerations. Prepares and maintains current acquisition plans, appropriate milestone charts, and related schedules.
  • Apply Federal Acquisition Regulations, Defense Federal Acquisition Regulation Supplement, Defense Procurement and Acquisition Policy (DPAP), legal decisions by the Government Accountability Office and courts, and local policies and procedural guidance; ensures compliance with the Defense Acquisition Workforce Improvement Act (DAWIA).

If selected, you must meet the following conditions:

  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • Work is performed primarily in an office setting, with occasional visits to project sites.  Travel to contractor's facilities and work performance sites may require special safety precautions or severe weather protection, such as protective clothing or gear such as masks, coveralls, coats, boots, hard-hats, goggles, gloves or shields.

The GS-13 salary will be determined based on location of selection. 

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

You must meet the requirements in 1, 2, or 3 below:

  1. All of the following: (a) Completion of Training listed in Level I & II of FAC-C Course Requirements; or FAC-C Level II or III, or a DAWIA level II or III certification. If your certification is over 2 years old, 80 hours of Continuous Learning Points are required to maintain certification. (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3.
  3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.

Specialized experience is one year of experience equivalent to the GS-12 in the Federal service. Specialized experience is Specialized experience is progressively responsible experience in performing the full range of complex pre-award or post award activities utilizing various types of contracts such as fixed price, various cost types, requirements, performance based and multiple award schedules for the acquisition of information technology products and services, innovative digital tools, agile services or similar types of complex specialized procurements and evidence of professional potential, business acumen, a drive for results, relationship building, self motivation and the ability to manage the full scope of the acquisition life cycle for a broad range of state ­of ­the­ art digital products and services.

  • Mastery of Federal and agency procurement objectives, policies, manuals and regulations, national contract laws and procedures applicable to the acquisition and contract administration of a wide range of highly technical, complex digital equipment, systems and services.
  • Expert knowledge of contract types, methods of contracting and techniques, including cost and incentive contracting, award fee, cost sharing arrangements, processing of unsolicited proposals, multiple awards and special provisions relating to proprietary rights and rights in data.
  • Knowledge of cost and pricing techniques to negotiate and approve a variety of pricing agreements, including overhead rate agreements. This includes knowledge of cost accounting standards.
  • Expert knowledge of, and skill in interpreting laws, regulations, principles, and policies to generate new procurement concepts, and to recommend to top management approval of procurements for the newest and/or state of the art innovative digital products, systems, equipment and/or services.
