Duties

Help

As a Water Resources Branch Chief your duties will include but are not limited to the following:

  • Provides overall leadership, policy guidance and expertise to Service activities in Interior Regions 9, 10, 12 across multiple Service programs (i.e., Refuges, Ecological Services, Law Enforcement, Fisheries and Aquatic Conservation, Science Applications, Migratory Birds, etc.) on the water resources program.
  • Provides broad expertise in the fields of hydrology on problems of regional and national significance.
  • Region wide, develops program planning and evaluation (including budget and fiscal management), goal setting, and policy development of regulatory and procedural guidelines on water rights/resources.
  • Advises and briefs Regional Directorate on problems and recommends solutions and actions. Represents and provides technical expertise to the Regional Directorate and field offices in meetings with local, State, and Federal agencies and public interest groups on water rights/resources.
  • Supervises all Branch personnel comprised of hydrologists, water rights specialists, technicians, contractors, and administrative/clerical staff. Duties include assigning work, developing performance standards, evaluating performance, approving leave, resolving or recommending resolution of complaints or grievances, effecting minor disciplinary actions, determining and recommending training, recommending employee personnel actions, team building, and making new employee selections.
  • Prepares reports and documents giving the official viewpoint of the Region and/or the Service on the hydrology of complex and controversial basin-wide development projects.
  • Communicates and coordinates with Service's Headquarters, Regional, and field office staff, and other Federal, State, and private entities to keep apprised of water rights/resources issues. Provides Service and Department personnel, other Government agencies, and the public with information and advice concerning water rights/resources.

Qualifications

Only experience and education obtained by 07/06/2021 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:

  1. Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels.. OR
  2. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
  3. Evaluation of Experience: Acceptable experience must have included performance of scientific functions related to the study of water resources, based on and requiring a professional knowledge of related sciences and the consistent application of basic scientific principles to the solution of theoretical and practical hydrologic problems. The following is illustrative of acceptable experience: field or laboratory work that would require application of hydrologic theory and related sciences such as geology, geo-chemistry, geophysics, or civil engineering to making observations, taking samples, operating instruments, assembling data from source materials, analyzing and interpreting data, and reporting findings orally and in writing. In some cases, professional scientific experience that is not clearly water resource experience may be acceptable if such experience was preceded by appropriate education in hydrology or by professional hydrology experience.
    Applicants with related experience in hydrology gained through earlier Federal Government employment might have gained that experience in one or more occupational series. Such series include Soil Conservation, GS-457; Forestry, GS-460; Soil Science, GS-470; Civil Engineering, GS-810; Chemistry, GS-1320; Meteorology, GS-1340; and Geology, GS-1350. Comparable non-Federal experience may be given similar credit.

Minimum Qualification [GS-13]
  1. One year of specialized experience comparable in scope and responsibility equivalent to grade GS-12 in the Federal service. Specialized experience is defined as one or more of the following: advising high level management on the planning, coordination, development, and execution of complex hydrologic investigations; resolving conflicts and negotiating agreements for water use, developing and leading complex hydrological projects for a variety of habitats and endangered species; and providing effective leadership for a staff conducting complex water rights and use studies.. OR
  2. A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

iii. Time after competitive appointment as specified in 5 CFR 330.502.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

PCS INFORMATION:
Yes, entitlements for payment of basic moving expenses, as required and to the extent allowed by the Federal Travel Regulation (FTR) 302-3.101, are authorized for eligible applicants changing duty station when the change meets the distance tests as provided in FTR 302-1.1 and 302-2.6. All moving expenses are taxable.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

  • Ability to lead teams on large and complex water rights studies or engineering, hydrology and/or multidisciplinary studies of large, complex river basins, resolving conflicts over water use, and negotiating agreements with other agencies for multiple resource use where appropriate.
  • Ability to supervise others by using effective management techniques to provide guidance, leadership, and day-to-day operational management.
  • Skill in applying hydrologic sciences, methods and techniques and water management practices and procedures as well as expertise in varied hydrologic study techniques sufficient to analyze and interpret complex hydrologic data and information from multivariant hydrologic systems, to evaluate state-of-the art water resource management alternatives, and to prepare data and interpretive findings in support of study conclusions for publication of resource management and/or scientific reports.
  • Knowledge of concepts, principles, and methods of water rights administration, laws and court cases, administrative and adjudication procedures, Service and Departmental water rights policies and judicial, Congressional and executive mandates to serve as technical authority for the water rights program Region wide and Service wide and provide advisory services to operating specialists (i.e., Hydrologists, Engineers, Biologists, Refuge/Hatchery Managers) and management.
  • Skill in communicating scientific data orally and in writing to both technical and non-technical personnel to a broad variety of audiences, even when those audiences may have varying interests.
  • Ability to evaluate water and energy developments on fish, wildlife, and/or related ecological values, and identify ways and means of preventing or reducing losses of and of taking advantage of opportunities to improve resources.
  • In-depth knowledge of water rights sufficient to provide leadership, program development, expert evaluative and consultative services; develop policy and procedures; identify, evaluate and resolve especially complex, difficult program problems; take actions which have significant impact on existing agency policies and programs; and extend existing techniques or develop new approaches for the use of operating specialists.
