This position is located in NextGen/William J. Hughes Technical Center, ANG-E; Aviation Research Division, ANG-E2; Structures and Propulsion Branch, ANG-E28 ; Fuels and Energy Section, ANG-E283. The branch is comprised of three sections totaling about 30 people. The Fuels and Energy Section conducts research to provide critical data that supports an operational environment free of accidents and fatalities. This is achieved by continuously improving the scientific understanding of aviation propulsion systems, aviation fuel and energy systems, and electrical aircraft systems. This research enables certification of novel electric technologies, and for new aircraft to be safer, more efficient and environmentally cleaner, while older aircraft can continue to operate safely. The incumbent of this position is an Electrical Engineer and reports to the Manager, Fuels and Energy Section.

Plans and accomplishes highly complex and challenging projects/programs and other work activities under the minimal direction of a manager, project/program manager, team leader, or more experienced engineer. Applies experience and comprehensive knowledge of engineering principles, theories, and concepts applicable to his/her discipline, as well as an understanding of new technologies and methodologies, to solve complex problems and to develop improved technical processes for the organization.

Serves as a research engineer in the areas of current and novel aviation electric propulsion technologies and electrical aircraft systems.

This research includes electric and hybrid-electric propulsion systems and electrical energy storage (e.g. fuel cells and batteries), along with related aircraft electrical systems. This research is conducted primarily at the FAA Technical Center Propulsion and airpOWer Engineering Research (POWER) Lab, More Electric Aircraft (MEA) Lab, Arc Fault Lab, and the Aviation Fuels Research Lab (AFRL) as well as in-flight labs either remotely or on-site. Research may also be conducted at other government or private cooperative labs.

Serves as a technical point-of-contact and as a technical authority at meetings, briefings, conferences, and other international forums with FAA sponsors, other government officials, state and local authorities, regulatory agencies, academia, private industry, and the public on matters relating to plans, capabilities, status, and findings of proposed and on-going work. Serves as a responsible technical spokesperson between the FAA and industry stakeholder coalitions. Communicates results to all levels internally (within and across LOBs/SOs) and externally. Presents at technical conferences and authors technical reports or articles as lead author and presenter. Provides support and assistance in the preparation of Congressional Budget Narratives, Project Agreements, business plans, status reports, and other documentation.

Establishes new government and industry contacts to broaden the facilities testing capabilities and financial support. Briefs project schedules, status, research findings, and budget plans to internal and external stakeholders. Participates and volunteers to assist FAA sponsors in drafting advisory and regulatory documents, to lead industry standardization efforts, and cooperative research and international standards organizations, such as the Society of Automotive Engineers (SAE), the Radio Technical Commission for Aeronautics (RTCA), and ASTM International.

BASIC REQUIREMENTS:

A. Degree:Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS 13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience in conducting technical hands-on and research and development of electrical hybrid propulsion and electrical systems in aviation or similar systems. Experience planning, communicating, executing, presenting, and monitoring complex technical programs that have a national or international impact.
