This position is located in the Employment and Training Administration, Office of Foreign Labor Certification, Information Services Branch. The Branch ensures policies, procedures, and responses to controlled executive correspondence and other documents reflect the priorities of the Administration, meet the laws and mandates promulgated by Congress and are consistent with the Assistant Secretary's and Secretary of Labor's policies and procedures.

Position is INSIDE the bargaining unit.

Duties

Help

The incumbent is responsible for ensuring consistent implementation of clearance procedures, drafting correspondence, reconciling edits, and serving as a liaison between OFLC, OCCC, and Office management and clearance controllers.

  • Applies comprehensive knowledge of OFLC organizational structure, missions, and functions to recommend methods, processes, systems, controls, and procedures for clearance in-take and tracking; and assures appropriate integration and coordination of clearance control functions within OFLC. Works closely with the other senior-level Correspondence Analyst to ensure that policies and procedures on both in-take and clearance controlling sides of the Correspondence division are working in unison to support ETA in meeting its goals and mission.
  • Reviews, writes and edits documents; researches data and policy/program information using a wide variety of sources to integrate and coordinate comments; analyzes complex and sensitive policy implications and program context; creates final drafts to clearly communicate the policies to OFLC, ETA, DOL, other local, State and Federal agencies, providers, and stakeholders. Develops, interprets and implements guidelines on the preparation and processing of controlled correspondence documents; updates and maintains a standard correspondence procedures manual; develops and maintains guidance for internal procedures specific to correspondence; incorporates changes resulting from new requirements established at higher levels or internal changes in procedures; trains staff on correspondence procedures; reviews and comments on proposed changes to OFLC, ETA, and DOL correspondence policies and procedures; informs staff of changes; and maintains historical and current files and other references materials for use by staff in ensuring continuity, quality and appropriateness in the communication with outside individuals or organizations.
  • Designs, implements and maintains a structured mechanism to monitor all action correspondence to ensure its timely execution. Reports directly to the Branch Chief on the status of documents and informs them of emerging problems in document coordination, adherence to established format guidelines, or recurring delays in completing action documents; and recommends remedial actions.
  • Ensure processes and procedures are consistently and uniformly followed. Monitors quality control of clearance activities, including workload, productivity, efficiency, and accuracy, and serves as a liaison between Subject Matter Experts, OFLC Senior Management, and Branch Chief, as needed. When requested, works with the Branch Chief to develop management reports (such as, productivity).
  • Responds to correspondence including drafting responses, summarize concerns, and liaising with the policy office on specific concerns. Drafts announcements, response letters, and templates and ensuring all templates are updated with any changes.
  • Serves as the point of contact for OFLC correspondence staff on clearance training, submissions, and procedures. Responsible for reviewing, monitoring, and contacting Office personnel on OFLC overdue clearance requests. Maintains all clearance pending files, reviews and tracks open pending files for accuracy and complete processing and filing.
  • Serves as a technical resource for the Office on questions relating to the history of clearance procedures and programs. Advises the Branch Chief and the Director of Management on staff training needs.

Qualifications

GS-12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service. Specialized Experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Applicant must meet ALL specialized experience as described below.

  • Experience coordinating written responses to correspondence from the general public, other Federal agencies, and Congressional Offices. 
  • Advising organizational staff and leadership on technical and substantive compliance with agency/departmental correspondence management policies; and
  • Proposing and making recommendations to modify correspondence management policies, procedures, and operations.
