This Information Technology (IT) Cyber Security Specialist position is located in within the Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be serving an appointment under the DHS Secretary's Cyber Honors Program via TSA's Transportation Security Post Graduate Program (TSPGP). The TSPGP provides an entry-level developmental experience designed to lead to a civil service career in the Federal Government. Duties include, but are not limited to:
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
The DHS Secretary's Cyber Honors Program is specifically designed for recent graduates and graduating Spring/Summer 2021 students, pursuing a degree in a cyber-related field. Elements of the program include, but are not limited to:
Organizational Location: This position is with the Department of Homeland Security, within Transportation Security Administration (TSA) located in Springfield, VA.
Transportation Security Post Graduate Program
APPOINTMENT - If selected, your temporary appointment may not exceed 1 year. An appointment may be extended for up to 120 days in rare or unusual circumstances.
AGREEMENT: All participants must sign a written Post Graduate Program Participant Agreement with the TSA that clearly identifies expectations of the appointment such as duties, length of appointment, work schedule, training, mentorship, etc.
CONVERSION: Although it is not guaranteed, an intern may be converted from the Post Graduates Program to a permanent or term excepted service position without further competition after successful completion of the required training, mentorship, and other requirements in accordance with the Transportation Security Post Graduate participant agreement.
TERMINATION: Participation in this program may be terminated at any time.
TRANSCRIPTS: Must be submitted. If you do not submit your transcripts, your application will be considered incomplete and will not be given further consideration.
Transportation Security Post Graduate Program applicants must have completed, within the previous two years, a qualifying associate's, bachelor's, master's, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Applications will also be accepted from students graduating by June 2021.
Exception to the 2 year application eligibility requirement: Veterans who have a military service obligation will have up to six years from degree or certificate completion to apply to Recent Graduates job vacancies.
Applicants who obtained a qualifying associates, bachelors, master's, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years, unless military service interfered with a veterans eligibility to apply during that two year time frame. FOR ALL IT POSITIONS: To qualify, you must have IT-related experience demonstrating each of the four competencies listed below.
In addition to the requirements above, to qualify for the SV-G Pay Band (equivalent to GS-5/7/9), you must meet one of the qualification requirements (A, B, OR C) outlined below.
A. Education: You must have a bachelor's degree or higher level degree from an accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
OR
B. Experience: You must have Information Technology related experience; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
OR
C. Combining of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the position; then determining the education as a percentage of the education required for the position; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position.
To qualify for the SV-H Pay Band (equivalent to GS-11/12), you must meet one of the qualification requirements (D, E, OR F) outlined below:
D. Experience: For those qualifying using experience, your application must clearly outline one year of specialized experience equivalent to the SV-G Pay Band or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:

E. Education: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.

F. Combining of Education and Experience: Combinations of successfully completed graduate education (beyond the second year) and experience may be used to meet total qualification requirements, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the band level; then determining the applicant's education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that band level.
GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement.
