The Clinical Call Center Nurse Manager has on-going responsibility for all the following functions:
The Nurse Manager responsibility for implementation of the Vision, Mission and Values of the Fayetteville NC VA Coastal Healthcare System within their defined areas of responsibility.
The incumbent is fully engaged in the administrative and clinical nursing practice characterized by both increased complexity of clinical decision making and enhanced skills nursing management/leadership.
Provides leadership in the day-to-day operations and input as an influencer in the strategic planning process for the attainment of organizational goals.
Keeps staff informed of Clinical/Administrative goals through facilitating both vertical and horizontal communications in a timely manner.
Provides timely information regarding emergencies, unusual occurrences or issues impacting nursing practice or operations to the Chief Nurse, Deputy Associate Director Patience Care Services and/or the Associate Director of Patient Care Services.
Provides direct supervision of nursing personnel in their defined area of responsibility and evaluates their performance and competency.
Is knowledgeable concerning the counseling/disciplinary process; works closely with the Human Resources representative and seeks assistance as needed keeping their supervisory abreast of actions.
Responsible for all issues affecting nursing including, but not limited to: standards of practice, credentialing, training, functional statements, position descriptions, proficiency reports (timely and complete), performance appraisals (timely and complete), ensuring staff follow policies, procedures, and protocols. May be called upon to edit, format, update the same as required.
Ensures/Supervises appropriate orientations, educations, and continuing professional development of nursing personnel.
Assumes responsibility for staffing and scheduling of permanent and supplemental nursing staff, ensuring all assignments reflect appropriate utilization, compliance with staffing guidelines, and the Joint Commission Standards.
Fiscally responsible and participates with the Chief Nurse in planning and monitoring the budget including overtime expenditures/trends.
Allocates available resources to promote efficient, effective, safe, and customer focused care. The incumbent serves as a role model coaching and supporting staff in critical thinking in professional nursing practice. Fosters an environment conducive to learning and provides educational experience for the nurses.
Facilitates an environment of interdisciplinary collaboration and collegial relationships; promotes peer review.
Responsible to ensure an environment conducive to retention/recruitment of highly competent nursing staff of diverse backgrounds. Directs practice according to established policies, standards of care, and standards or practice. Monitors/ensures nursing practice and operations are compliant with all applicable local, VISN, and/or State/National standards, policies, statutes and regulations.
Ensures that nursing practice meets/exceeds external standards such as the Joint Commission and the internal standards of the VA Performance Measures.
An active member of the clinical management team; plays a key role in the ongoing systematic evaluation and improvement of the quality and effectiveness of nursing care and services as they affect patient outcomes.
Works closely with the Chief Nurse in facilitating nursing research and engaging staff in evaluating research activities.
Must demonstrate the ability to work effectively as both a team member and a nurse leader. Executes leadership characterized by substantial and continuous responsibility and accountability for population groups and integrated programs that cross service and discipline lines and influence organizational mission and healthcare outcomes.
Facilitates an interdisciplinary approach to high quality, cost effective, and customer focused care.
Accountable for writing and adhering to established policies, standards of care, and standards of practice.
Plans/designates the work to be accomplished by subordinates including setting priorities and preparing schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments and the capabilities of subordinates; conducts ongoing evaluation and performance of subordinates.
Pursues the resolution of issues brought by subordinates, referring the more serious or unresolved to higher level supervisors.
Has an integral role in supporting and facilitating student nurse clinical experiences, as well as orienting new news managers.
Works in partnership with the union and adheres to EEO principles.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience: Highly desired candidates will have previous Nurse Manager experience and/or Triage, ER, or case management experience and a BSN degree.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience.

Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. Mechanical inpatient lifts are provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. The incumbent who provides care in home settings or other off-site locations may be required to drive and/or ride in GSA-vehicles.
