  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Develops, evaluates, and implements comprehensive biosafety programs, incorporating Federal, State, and local regulations, departmental policies, agency programs and policies and current industry practice
  • Must keep current on new developments, trends and methods in microbiology and molecular biology as well as the regulatory environment impacting NWRC research.
  • Serves as the Chairperson of the NWRC Institutional Animal Care and Use Committee (IACUC) to effectively lead the committee and ensure compliance with the applicable requirements of the USDA Animal Welfare Act (AWA).
  • The incumbent will assist the WS Health and Safety Manager on issues related to NWRC facilities.
  • Serves as the NWRC Biosafety Officer and primary point of contact for all biosafety and biocontainment issues. Sets goals and objectives and assesses overall biosafety program effectiveness.
  • Serves as the Chairperson of the NWRC Biosafety/Safety Oversight Committee (BOC) Chair. Serves as the Chairperson of the NWRC Institutional Biosafety Committee.
  • Ensures the composition of the IACUC is incompliance with the AWA. Manages the review of all protocols involving the use or observation of animals. Coordinates and conducts regular IACUC meetings.
  • Serves as the NWRC job site representative to ensure that a safe laboratory workplace environment is maintained. Represents NWRC on the National APHIS Safety and Health Council.
  • Develops and maintains a NWRC Biological Safety Manual and associated policies and SOPs. Coordinates biosafety/safety consultations for field and pen studies.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

0401 BASIC REQUIREMENT: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

0018 BASIC REQUIREMENT: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

AND

FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Experience in leading or serving in high-level roles on ad hoc teams or formal committees focused on very specific endpoints.
  • Direct experience working in biological laboratories, animal research facilities, field wildlife management or research situations or veterinary facilities.
  • Experience efficiently managing high volume, sometimes unrelated tasks that involves coordination with multiple partners.
OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in related field such as Wildlife, biology, environmental science, natural resources or veterinary medicine.

Equivalent combinations of education and experience are qualifying for this grade level.
