1. The Program Analyst (Risk) is responsible for assisting OA Audit Directors in maintaining a risk-based approach to audit planning. The incumbent participates with, advises, and assists the OPR Manager, OPR Director, Audit Directors, DAIGAs, and AIGA in the development, execution, and review of policies and procedures in support of risk based audit planning.
2. Designs risk assessment process by defining and maintaining the DOL audit universe and developing risk inventories, scoring formulas, and custom measures to assess risk in DOL programs, activities, and functions; and developing protocols to ensure the risk database and other tracking material is continually updated (e.g., the results of risk assessments completed as part of audit assignments are captured to update the risk database).
3. Contributes to the development of policy in support of risk-based audit planning by researching policies, procedures, and methods adopted by other audit organizations that have successfully used risk-based planning; drafting OA policies and procedures on the effective use of risk based audit planning approaches; and providing relevant training, guidance, and technical assistance to OA staff.
4. Participates in ensuring risk assessments are properly considered in OA’s strategic and annual work planning activities by:
- Recommending areas and issues of highest priority for audit, based on risk assessment results.
- Advising the AIGA, DAIGA, and OPR Director regarding new requests for audit work in consideration of existing priorities and risk assessments.
- Representing OIG and OA in maintaining liaison with GAO, OMB, the Institute of Internal Auditors, and other Federal and non-Federal agencies and organizations that are concerned with risk in government programs.
5. Supports the OA management team and Audit Directors in encouraging staff participation in the risk identification process to include:
- Developing, maintaining, and enhancing, as appropriate, mechanisms by which OA staff can communicate their assessments of risks identified in DOL programs, activities, and functions.
- Developing policies to encourage staff in recognizing obvious risks, and using data analysis and critical thinking in identifying less obvious risks that threaten the achievement of DOL missions and objectives.
