Duties

Help

As Criminal Investigator, you will perform the following duties:

  • Plans, coordinates and conducts complex investigations into criminal and civil violations of law and administrative matters relating to GSA programs, operations and employees.
  • Performs investigative activities such as interviewing witnesses and subjects of investigation; executing search warrants, serving judicial process such as subpoenas and summons; conducting surveillance; and obtaining and preserving evidence.
  • Presents investigative results orally and establishes and maintains liaison with investigative and legal personnel in the other Offices of Inspectors General, U.S. Attorneys, Federal Bureau of lnvestigation and federal, state and local law enforcement agencies.
  • Prepares written reports of investigative activities and final reports of investigation pursuant to OIG guidelines.
  • Plans and conducts surveillance and makes arrests.
  • Testifies in court proceedings.

If selected, you must meet the following conditions of employment:

This position is covered by the law enforcement officer retirement provisions, and as such is covered by a mandatory age requirement. There is a maximum entry age of the day before your 37th birthday (except for veteran's preference eligibles) for entry into law enforcement office positions.  This position is covered by the special retirement provisions for Federal Law Enforcement Officers [5 U.S.C. 8336 (c) or 5 U.S.C. 8412 (d)] and have a mandatory retirement age of 57.  If you are over age 37, you must have been or currently be covered by the special retirement provisions and be able to complete at least 20 years of covered service  by age 57.

All OIG criminal investigators are required to qualify to use OIG owned firearms and to accept assignments where firearms are required. Quarterly certification is required. Per the Lautenberg Amendment, any person who has been convicted of misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition.
 
Will be required to undergo a pre-employment  examination and meet the physical requirements for this position.  The duties require moderate to arduous physical exertion.  Manual dexterity of fingers, wrists, elbows, shoulders, hips and knees is required.  Arms, hands, legs and feet must be sufficiently functioning in order to perform the duties satisfactorily.  Good vision and hearing are required.  Selectee must possess emotional and mental stability.  Any physical condition that would cause the selectee to be a hazard to him/her, or others is disqualifying.

This position requires a pre-employment drug test to screen for illegal drug use (appointment to the position is contingent upon a negative drug test result), and random drug testing after appointment.

This position is a critical-sensitive national security position. The person selected for this vacancy will be required to undergo a Tier 5 background investigation and the GSA security office must grant you a Top Secret national security clearance. 

Attend and graduate from the Criminal Investigator Training Program (CITP), unless previously completed.

Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.

Operate a Government-owned or leased motor vehicle. A valid State driver's license is required.

Qualifications

The GS-12 salary range starts at $84,452 per year. The GS-13 salary range starts at $100,424 per year. The position is authorized law enforcement availability pay of an additional 25%. The biweekly maximum earnings limitation for LEO's are in 5 U.S.C. 5547(c) applies to this position. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

GS-12 Qualifications:
To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience that has equipped the applicant with the knowledge and skills required to complete the responsibilities of the position. Examples of work at this level include investigative techniques in undercover operations, overt/covert surveillances; waste, fraud and abuse cases in agency programs and operations; the use of weapon systems; and experience dealing with emergency situations.

GS-13 Qualifications:
To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience that has equipped the applicant with the knowledge and skills required to complete the responsibilities of the position. Examples of work at this level include conducting complex procurement fraud investigations; bribery investigations; internal misconduct investigations; criminal conflicts of interest; complex fraud schemes; undercover operations, overt/covert surveillances; waste, fraud and abuse cases in agency programs and operations; AND Making arrests and participating in raids; AND developing and using informants.

  • Ability to communicate orally to present investigative results as well as provide advice and testimony.
  • Ability to lead or coordinate participation in investigations involving outside agencies.
  • Ability to exercise criminal law enforcement authority

The Knowledge, Skills, and Abilities required for this position at the GS-13 level are

  • Knowledge of investigative methods, techniques, and approaches, necessary to plan and conduct criminal, civil and administrative investigations.
  • Knowledge of white collar crime, to include contract fraud
  • Skill in conducting investigations pertaining to qui tam cases.
  • Knowledge of techniques for conducting interviews; research/fact-finding; and determining essential facts associated with a criminal investigation.
  • Skill in preparing thorough, organized and complete reports.
  • Ability to assess case evidence; draw conclusions on appropriate actions/charges; serve as witness grand juries/tribunals, etc.
  • Knowledge of precedent court decisions, criminal rules of evidence, constitutional rights, arrest authorities, and administrative procedures to be followed in criminal, civil, and administrative proceedings.
  • Ability to communicate orally to present investigative results as well as provide advice and testimony.
  • Skill in liaison activities with prosecutors and other external agencies
  • Ability to exercise criminal law enforcement authority
