    Summary

    Due to the Pandemic, and individual states with different phases of reopening, the selectee’s report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.

    Responsibilities

    Serves as a subject matter expert in a specialized area. Formulates LOB/SO management policies and systems. Participates and provides direction to LOB/SO organizations in the planning, execution, and evaluation of programs and tests in assigned program areas under the minimal direction of a manager or executive. Leads teams which conduct complex and controversial studies which result in authoritative recommendations to improve organizational structures, management policies, and work distribution.

    The incumbent serves as a recognized subject matter expert in a specialized area. Formulates LOB/SO management policies and systems and ensures proper and timely implementation. Advises senior agency officials on critical, complex organizational planning and resource utilization issues. Analytical studies involving assigned programs are of such breadth and intensity that they often require input and assistance from other analysts and subject-matter specialists in field appropriate to the subject.

    Participates and provides direction to LOB/SO organizations in the planning, execution, and evaluation of programs and tests in assigned program areas. Provides division, branch, and/or sector management advisory service which involves identifying long and short-range resource requirements, planning procedural changes by advising on logical duties, relationships, sources, availability and full utilization of needed skills, and provides advice from an operational standpoint on agency policies. Designs/develops effective messaging strategies for communicating/marketing implementation of new policies, revised work procedures, or organizational restructuring to management, employees, customers, and stakeholders.

    Leads teams which conduct complex and controversial studies which result in authoritative recommendations to improve organizational structures, management policies, and work distribution. Studies typically impact all or at least several, sub-units or organizations. Studies and analyses are of such scope and consequence that they frequently require team efforts that includes cross-organizational participation. Projects typically involve development of new approaches to identifying meaningful workload factors and performance quality levels, and determining accurate measurement techniques.

    Analyzes highly-visible, programs by developing baseline performance measurements and comparing performance with the baseline. Often leads teams of other analysts and functional experts and incorporates analyses into project and program plans. Represents the organization in dealings with officials of other FAA organizations, DOT, contractors and high ranking management officials/executives in the private sector. Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. May create new solutions and policy interpretations as situations require.

    Projects typically involve development of new approaches to identifying meaningful workload factors and performance quality levels, and determining accurate measurement techniques. Work typically is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities. Assigned activities typically impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB's/SO's and often impact on the objectives of the FAA. In some specialties, the work regularly affects internal and external customers.
