Duties

Help

Bureau integrates technical expertise with values-driven, cross-cutting priorities and modern approaches to the way USAID performs its work.  It provides client-centered technical services to USAID’s missions worldwide, supports programming to innovate, learn and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact.

The Innovation, Technology, and Research (ITR) Hub leads USAID’s work in expanding the identification, experimentation, exploration, and integration of innovative technologies, processes, and practices, that amplify the success of USAID’s programming. 

As a Supervisory Science, Technology, Innovation, and Partnership (STIP) Officer, your duties will include the following:

  • Serving as the lead for the Development Innovation Ventures Program (DIV).

  • Providing overall leadership and management to the team to ensure individual and collective performance, professional development, and morale, as well as cross-cutting operational issues, such as DIV budget needs. 

  • Developing DIV’s innovation sourcing strategy to attracting and finding high potential and diverse applicants to DIV by engaging other peer funders, academia, the private sector, NGOs, and internal stakeholders (e.g., the Bureaus, Missions).

  • Leading how DIV evaluates its own work, evaluates innovations, and enables innovators to engage in more robust evaluation themselves.

  • The DIV Team Leader will be responsible for quantitative analysis of the track record of the DIV portfolio and adjustment of strategy based on empirical evidence regarding the rate at which different types of innovation scale, with the ultimate aim of maximizing the social rate of return of the portfolio.

  • Overseeing the management of the DIV portfolio and working closely with DIV staff to understanding common challenges and needs of grantees in order to develop strategies to help them access the resources and support needed to optimize the success of the DIV grant.

  • Expanding on both internal and external communications and stakeholder engagement efforts to significantly increase the impact of our work.

Qualifications

GS-15-You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes:  (a) developing innovations by rigorous testing and transitioning to scale with a particular focus on public sector scaling approaches; (b) providing technical advice on impact evaluation and cost-effectiveness to grantees on initiatives related to innovations and technologies; and (c) identifying opportunities and cultivating relationships that lead to integrating evidence-based interventions into agency and/or organizational programming.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
