This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

As a Public Health Analyst, you serve as an expert analyst in developing, monitoring, implementing, and evaluating current or projected complex, interrelated public health programs involving governmental and nongovernmental organizations form multiple sectors at the community, State, national and/or international levels for programs focused on children with special health care needs.

Your major duties and responsibilities include:

  • Analyzing complex public health policies, programs, and statistical standards to advise senior management on public health policies, operations, products, and services for public health programs for: 1) children with special health care needs (CYSHCN), which include early hearing detection and intervention (EHDI), and other programs serving children and youth with disabilities; and/or 2) public health nutrition programs.
  • Advising in the development and formulation of short and long range public health program goals, objectives, and policies.
  • Analyzing existing or proposed systems, strategies, services, or other health-related matters for long rang implementation and administration of public health programs.
  • Exercising responsibilities related to the initiation, administration, and/or close out of grants and cooperative agreements.
  • Providing technical advice and assistance in managing, and evaluating grants, cooperative agreements, contracts, and other awards.
  • Collecting and compiling qualitative and quantitative information and data for use in program decisions.
  • Researching and preparing responses to inquires received in writing or telephonically such as Congressional briefing materials and responses.

Basic Requirements for all Public Health Program Specialist Series 0685 positions require that you demonstrate specialized experience in each of the following five competencies:

  1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  3. Knowledge of a specialized public health program.
  4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

GS-12: In order to qualify for this GS-12 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.

Examples of qualifying specialized experience at the GS-11 level include performing the following types of tasks on a regular and recurring basis: Monitoring maternal and child public health programs for effectiveness, including providing reports on potential issues, deficiencies, etc.; collecting and compiling surveillance qualitative and quantitative maternal and child public health program data and providing summary reports of findings to internal and external stakeholders at a state and local; and responding to technical assistance on standard/routine questions from recipients of federal funding for maternal and child health grants or cooperative agreements.

GS-13: In order to qualify for this GS-13 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

Examples of qualifying specialized experience at the GS-12 level include performing the following types of tasks on a regular and recurring basis: Conducting short and long term planning for maternal and child public health programs, initiatives and special projects based on new and emerging public trends, issues, or priorities; collecting and interpreting surveillance data on maternal and child health programs from a variety of sources and providing recommendations on opportunities for improving and enhancing programs at a state and local level; and providing technical assistance and advisory services to recipients of federally funded maternal and child health grants or cooperative agreements at a state and local level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
  • MATERNAL AND CHILD HEALTH PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates and manages the structure and administration of maternal and child health related program services and organizations as well as the policies that impact health programs and reimbursement of health services.
  • RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
  • PUBLIC HEALTH SURVEILLANCE - Knowledge of principles, methods, and procedures to conduct ongoing systematic collection, analysis, interpretation, and dissemination of health-related data essential to planning, implementation, and evaluation of public health practice.
  • ADMINISTRATION OF GRANTS, CONTRACTS, AND COOPERATIVE AGREEMENTS - Administers grants, contracts and cooperative agreements, including applying knowledge of organizational needs and deadlines.
