Summary

Duties

Help

As a Contract Specialist you will be:

  • Serving as a warranted contracting officer responsible for the full range of pre-award, award, and post-award functions including acquisition planning, requirements development, solicitation preparation, price/cost analysis, negotiation, evaluation, administration, termination, and contract closeout.
  • Serving as a primary in the development and administration of procurement processes, including contract planning, development of requests, recommendations in proposals and the procurement of equipment, supplies, services, information technology (IT) equipment and systems, and supporting relevant OIG initiatives and interest.
  • Interpreting policies and procedures of procurement and contract information; accepting contract proposals and selecting awardees and researching the validity of data provided and providing alternative solutions, if required.
  • Working with other specialists internal and external, including the OIG Counsel to resolve issues and formulate appropriate responses to procurement issues.
  • Providing business advice and solutions to OIG program offices and the Deputy Assistant General for Administration regarding all aspects of acquisition planning and management for the procurement of supplies and services based on expert knowledge of Federal contracting theories, statues, principles, practices, and procedures.
  • Responsible for procurement oversight and contracting of a wide variety of supplies, vendors, equipment, and services; participating in the negotiation of equipment and services, including the procurement of specialty items, furniture, manpower, and maintenance services.
  • Responsible for the analysis and evaluation of contracting policies and practices, providing policy interpretation, and the initiation, development and recommendation of new contracting policies, procedures and guidance.
  • Providing excellent customer service to clients, responsive to clients' inquiries and issues, demonstrating flexibility and agility in procurement strategies and good judgement.

  • Be able to travel occasionally on official business.
  • Undergo a background investigation and receive favorable adjudication (Tier 4 investigation level).
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch
  • Serve a one year probationary period, if required.
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

You must meet the requirements in 1, 2, or 3 below:

  1. All of the following: 
    (a)
    Completion of Training listed in Level I & II of  FAC-C Course Requirementsor FAC-C Level II or III, or a DAWIA level II or III certification.  If your certification is over 2 years old, 80 hours of Continuous Learning Points are required to maintain certification.
    (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
    (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  
  3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.

You must have one year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience is performing the full range of pre-award and post award activities utilizing various types of contracts such as fixed price, requirements type, performance based and multiple award schedules for the acquisition of services and/or commodities.

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.  

Education

Basic Requirements for GS-1102-13:

To qualify, you must meet the following Basic Requirements for the GS-1102-13.

  1. A 4 year course of study leading to a bachelor’s degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management (All academic degrees and coursework must be from accredited or pre-accredited institutions.); and
  2. Completion of all mandatory training prescribed by the agency for progression to GS-13 (or equivalent) or higher level contracting positions; and
  3. At least 4 years of experience in contracting or related positions, at least one year of which must have been specialized experience equivalent to the next lower grade level in the federal service.

Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver.

  • Knowledge of the full range of contract types, laws, regulations, principles, and methods of contracting and selection factors to satisfy complex requirements.
  • Knowledge of cost and price analysis and cost accounting standards sufficient to perform the full range of strategic, analytical, and technical procurement assignments.
  • Knowledge of common source selection procedures as well as procurement integrity and ethics requirements.
  • Professional knowledge of post-award procedures to administer contracts for a wide range of services, supplies and equipment.
  • Skill in the use of contract negotiation techniques sufficient to negotiate prices, terms and conditions, contract modifications and settlements.
  • Skill in both written and oral communication to keep management and contractors apprised of procurement issues.
  • Ability to conduct thorough research and apply applicable procurement laws and regulations to develop procedures and provide oversight.
  • Ability to acquire and maintain a warrant, ensuring that all required training and FAC-C certifications are current and keeping apprised of changes to procurement regulations and policies.
