Summary

As a Criminal Investigator for our National Capital Region in Washington, DC, you will be responsible for conducting and reporting upon investigations of suspected criminal violations affecting the programs, operations, and employees of the GSA consistent with the Inspector General Act of 1978. This position is located in the Office of Assistant Inspector General for Investigations.

Duties

Help

As a Criminal Investigator, the incumbent performs the following responsibilities:

  • Plans, coordinates and conducts complex investigations into criminal and civil violations of law and administrative matters relating to GSA programs, operations and employees.
  • Performs investigative activities such as interviewing witnesses and subjects of investigation; executing search warrants, serving judicial process such as subpoenas and summons; conducting surveillance; and obtaining and preserving evidence.
  • Presents investigative results orally and establishes and maintains liaison with investigative and legal personnel in the other Offices of Inspectors General, U.S. Attorneys, Federal Bureau of lnvestigation and federal, state and local law enforcement agencies.
  • Prepares written reports of investigative activities and final reports of investigation pursuant to OIG guidelines.
  • Plans and conducts surveillance and makes arrests.
  • Testifies in court proceedings.

This position is covered by the law enforcement officer retirement provisions, and as such is covered by a mandatory age requirement. There is a maximum entry age of the day before your 37th birthday (except for veterans preference eligibles) for entry into law enforcement office positions.  This position is covered by the special retirement provisions for Federal Law Enforcement Officers [5 U.S.C. 8336 (c) or 5 U.S.C. 8412 (d)] and have a mandatory retirement age of 57.  If you are over age 37, you must have been or currently be covered by the special retirement provisions and be able to complete at least 20 years of covered service  by age 57.

All OIG criminal investigators are required to qualify to use OIG owned firearms and to accept assignments where firearms are required. Per the Lautenberg Amendment, any person who has been convicted of misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition.

Will be required to undergo a pre-employment examination and meet the physical requirements for this position.  The duties require moderate to arduous physical exertion.  Manual dexterity of fingers, wrists, elbows, shoulders, hips and knees is required.  Arms, hands, legs and feet must be sufficiently functioning in order to perform the duties satisfactorily.  Good vision and hearing are required.  Selectee must possess emotional and mental stability.  Any physical condition that would cause the selectee to be a hazard to him/herself, or others is disqualifying.

This position requires a pre-employment drug test to screen for illegal drug use (appointment to the position is contingent upon a negative drug test result), and random drug testing after appointment.

Newly-hired OIG investigators must successfully complete the basic criminal investigator training course at the Federal Law Enforcement Training Center (FLETC), unless waived by proof of comparable special agent or law enforcement officer training.
 
This position is a critical-sensitive national security position. The person selected for this vacancy will be required to undergo a Tier 5 background investigation and the GSA security office must grant you a Top Secret national security clearance. If you are not a GSA/OIG employee, you must pass a preliminary background clearance before we can hire you.

Specialized experience:

For the GS-09: To qualify for the GS-09 level, an applicant must have one year of specialized experience that includes work similar to participating in various phases of investigative work assignments; studying a broad variety of material pertinent to cases; interviewing employees, officials in and out of Government, and others for the purpose of verifying facts and obtaining specific pieces of information; obtaining signed statements, affidavits and documentary evidence to be included in reports or case records; and preparing written reports of investigative activities. OR, by Education: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree or a LL.B or J.D., in a related field of study or a combination of specialized experience and education that totals 100 of the experience requirement.

For the GS-11: To qualify for the GS-11, an applicant must have one year of specialized experience that includes work similar to working with higher level Criminal Investigators on completing various aspects of a criminal investigation involving criminal, civil, or administrative priorities; coordinating investigative activities with both internal and external factors; developing supportable data and materials; and, collecting and confirming information from a variety of sources. OR, by Education: A Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; or, a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position..

For the GS-12: To qualify for the GS-12, an applicant must have one year of specialized experience equivalent to the GS-11 level. Specialized experience is experience that has equipped the applicant with the knowledge and skills required to complete the responsibilities of the position. Examples of work at this level include investigative techniques in undercover operations, overt/covert surveillances; waste, fraud and abuse cases in agency programs and operations; the use of weapon systems; and experience dealing with emergency situations.

Conditions of Employment: If selected for this position, you will be required to:

  • Attend and graduate from the Criminal Investigator Training Program (CITP) unless previously completed.
  • Satisfactorily complete a 1-year probationary period unless previously completed.
  • Operate a Government-owned or leased motor vehicle. A valid State driver's license is required.
  • Applicants for this position must be physically fit, and emotionally and mentally stable. Prior to appointment, the person selected for this position must be determined physically fit by an authorized government physician; and submit to a drug test and receive a negative drug test result before you can be appointed into the position.

  • Ability to lead or coordinate participation in investigations involving outside agencies
  • Ability to exercise criminal law enforcement authority
