This position reports to the Manager for the Aircrew Training Group and may perform flight inspection crewmember duties. Defines program parameters and conducts analyses of flight inspection and professional standards compliance programs.

The incumbent develops, administers, and conducts technical training in support of the Flight Program Operations approved 14 CFR Part 135 Training Program and Flight Inspection Structured Training Program.

Manages sections of one or more training courses, to include planning and coordinating all development and revision activities. Assures classrooms and training materials are available for the conduct of classes. Performs administrative functions related to class administration. Develops course control documents and supporting training materials in accordance with pertinent directives and policies.

Determines national/international training requirements in support of new techniques, systems, and methods to be used in the accomplishment of the flight inspection program. Provides technical expertise for development of courses to support this requirement.

Conducts learning activities on the knowledge and performance required to attain desired course outcomes of flight inspection and/or 14 CFR Part 135 training courses. This is accomplished by classroom lectures, workshop instruction, and demonstration. This includes, but is not limited to, the effects of the navigation systems in flight inspect ion procedures, the use of newly developed navigational equipment, and the operation of flight inspection unique equipment.

Evaluates student's progress by administering written and oral tests. Prepares grades and narrative remarks reflecting student's progress. When appropriate, coaches students and offers suggestions for improvements. Participates in team decisions regarding a student's continuation in training. Maintains accurate records of the results of training given to flight inspection crewmembers.

The incumbent has responsibilities which require highly specialized training, significant managerial skills, specific technical qualifications equal to the highest grade level in the field that significantly represents the occupational workforce. Incumbent must possess a high degree of human relations and communications skills, which enables the individual to function as an agency role model for both new and current FAA employees. Possesses the skills to be able to understand and convert regulatory and procedural requirement into the 14 CFR Part 135 for Flight Inspection Training Program and to provide reliable and accurate course development and instruction.

Coordinates extensively with other organizational elements of FAA, industry, and military personnel concerning various aspects of 14 CFR Part 135 for flight inspection training. Must have high standards of personal conduct and apply principles of good public and human relations to the job.

Conducts trend analyses/evaluations of flight inspection courses. Recommends program improvements, and modifies training modules and/or instruction to create a learning environment that is effective and achieves desired results.

Requires a comprehensive technical and analytical knowledge of flight inspection programs, Federal Aviation Regulations, interrelationships with other agency services, and integration into the NAS.

The incumbent will participate in the agency’s flight program. In addition, incumbent will maintain a Class I Medical Certificate, possess an Airline Transport Pilot Certificate and possess an Airspace Inspection Pilot (ASIP) Credential.

This is a non-critical sensitive position. The flight inspection duties/responsibilities of this position may require access to information classified up to and including SECRET since information concerning the location of some of the navigational aids is classified.

Eligible candidates will be evaluated based on their responses within the application package and Supplemental Qualifications Statement, FAA Form 3330-47-3.

Minimum Eligibility Requirements: Minimum eligibility requirements for positions in this occupation are based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and/or appropriate military ratings, meeting the applicable flight hour requirements, and possession of the knowledge and skills required for the positions. In addition, all applicants must possess either a valid first or second-class medical certificate. *Selected candidates must obtain a first class medical certificate prior to appointment.*

TOTAL FLIGHT TIME - 1500 Hours Flight time as a pilot in command or copilot in aircraft of any weight or category is creditable for this requirement. For inservice placement actions, up to one-fourth of the total flight hours may be waived for candidates who have demonstrated possession of the knowledge and skills needed to perform the work, provided: 1) applicant holds the required certificates and ratings; 2) applicant has acquired the pilot-in-command hours and flight hours in other categories essential to performance of the work; 3) applicant meets the requirements in terms of level and quality of experience; and 4) applicant's flying history indicates they are qualified for the position.

PILOT-IN-COMMAND TIME - 250 Hours Only flight hours acquired as pilot-in-command are creditable.

NIGHT FLYING TIME - 75 Hours For inservice placement actions, 25 hours may be waived if the applicant demonstrates the ability to perform the work.

FLYING TIME, LAST 12 MONTHS - 100 Hours For inservice placement actions, up to one-half of the flight hours may be waived provided the applicants total background reflects the ability to perform the duties of the position safely. NOTE: Flight time in a FAA approved level C or D full flight simulator is creditable towards meeting the recency of flight experience. If applicable, applicant must document time in the Airplane PIC or SIC blocks of the Total in Last 12 Months section of the FAA Form 3330-47-3.

MULTIENGINE AIRPLANE TIME - 500 Hours Experience may have been in either light or heavy multi-engine airplanes.

INSTRUMENT TIME - 75 Hours At least 10 of the required hours must have been logged in actual instrument weather. The balance may have been acquired in a flight simulator or as other types of instrument flight time; e.g., hood instrument.

FLIGHT CHECK - A pre-employment flight test may be required, except for previous FG-2181, Airspace System Inspection Pilots, who have flown under Flight Program Operations Air Operator Certificate within the last 24 months.

AND

SELECTIVE PLACEMENT FACTOR - All applicants will possess an Airline Transport Pilot Certificate and possess an Airspace Inspection Pilot (ASIP) Credential.

AND

QUALITY RANKING FACTOR - Well Qualified candidates will possess 14 CFR 135 Instructor Pilot credential.
