Summary

OPEN CONTINUOUS ANNOUNCEMENT: Position located in the OCFO, National Finance Center, Human Resources Management Staff, in New Orleans, LA, aligned to recruitment, staffing & classification services.

Duties

Help
  • Perform work that involves recruiting, examining, selecting, and placing employees; conducting job analysis, preparing recruitment and placement products, and issuing both Merit and Delegated Examining Unit (DEU) referral certificates.
  • Classify positions in accordance to OPM standards, writing and developing statements of difference, recertifying position descriptions and conduct desk audit and position review.
  • Provide position management advisory services in dealing with difficult, complex, and often controversial position management issues. Participate in special initiatives, studies, and projects.
  • Enter a wide range of personnel actions using an automated Human Resource Information System to process actions in accordance with regulations.

Qualifications

Time in grade:
Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-11 grade level). Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience as defined below.

SPECIALIZED EXPERIENCE for the GS-12:
At least one year of specialized experience equivalent to the GS-11 grade level or pay band in Federal Service or equivalent experience in the private or public sector performing the following duties: (1) Providing guidance and assistance to management and employees on human resources issues; (2) Interpreting and applying laws, regulations. and policies pertaining to staffing and recruitment to internal placement, merit promotion, and delegation hiring examining hiring; (3) Using established procedures to conduct job analysis; (4) Determining applicant qualifications; (5) Identifying problems and recommending appropriate actions to management; (6) Offering advice, suggestions and/or alternative staffing options or solutions to both applicants and managers; and (7) Providing guidance on vacancy announcements. (8) Researching and gathering information in support of position classification or position management studies. Note: This information must be fully supported in your resume.

QUALIFICATIONS:

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education cannot be substituted for experience at this grade level.
