This position is located within the Office of Security and Hazardous Materials Safety (ASH) and may be assigned to a geographical location under the purview of the Office of Investigations. The mission of ASH is to ensure aviation safety, support national security, and promote an efficient airspace system through the development and administration of policies and programs.

Serves as an Investigations Specialist for AXI in the Technical Investigations Division. The incumbent will perform multiple, varying, and complex assignments under minimal direction and apply experience and comprehensive technical investigative knowledge related to digital forensics and Unmanned Aircraft Systems (UAS) forensics investigations. This includes the identification, preservation, collection, processing, review, analysis, and reporting in response to requests for digital forensics and UAS investigative matters.


• Conducts digital media analysis/UAS investigations and provides assistance to FAA regulatory investigators and Federal, state, local, tribal, and territorial law enforcement agencies.
• Utilize investigative and digital forensics analysis techniques and procedures to conduct investigations.
• Develops procedures, training needs, and plans the budget for the UAS investigations program requirements.
• Performs and manages UAS investigations and forensics functions; develops UAS forensics techniques, and uses advanced technologies and theories to conduct investigations, collection of, and analysis of UAS devices.
• Creates and reviews UAS forensics analysis reports, documents procedures, and policies.
• Ensure accuracy and adequacy of all UAS investigations requests; ensures all practices are consistent with acceptable practices, and monitors quality standards.
• Communicates effectively with all offices within ASH, FAA Legal, and other offices internal and external to the FAA to maintain a familiarity of legal requirements for UAS.

In addition, provides guidance to lower-level staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management. Develops plans, techniques, and policies to manage all requirements including reporting, scheduling, task management, and documentation. Develops and manages relationships with internal/external stakeholders to create a collaborative and information sharing environment. Maintains strong working relationships across FAA Lines of Business and Staff Offices to advise and communicate with stakeholders on matters related to UAS Investigations and ensure compliance all policies and procedures.

Work is typically reviewed through status reports and at project completion to ensure technical compliance and alignment with the requirements of the project or other work activity. Independently performs tasks and resolves most problems independently, but consults with the Manager when existing guidelines are not available or applicable to unusual or complex situations, as it relates to digital forensics and UAS forensics. Supports the implementation of UAS Investigations and execution of all Office of Investigations and UAS Investigations policies.

Performs other duties as assigned.

Qualifications

Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to the next lower grade/pay band (FG/GS-13 or FV-I). Specialized experience is defined as that which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position, and is typically in or directly related to the line of work of the position to be filled.

Specialized Experience includes but is not limited to: Experience performing UAS forensics investigations; experience with 14 CFR Part 107 certification; experience conducting memory chip off.
