Joining Customs and Border Protection, Office of Facilities and Assets Management, will allow you to utilize your expertise in facility maintenance and repair to perform new facility construction, repairs, improvements, and maintenance of facilities within the assigned area of responsibility. This position starts at a salary of $79,721.00 (GS-12, Step 1) to $118,603.00 (GS-13, Step 10) with promotion potential to $118,603 (GS-13 Step 10). pply for this exciting opportunity to strengthen the Department's ability to perform homeland security functions by providing facility maintenance.

In this Facility Operations Specialist position, you will become a key team member of Homeland Security professionals performing a wide variety of facility duties requiring many different and unrelated processes and methods involving equipment, facilities, and/or services. Typical work assignments include:
  • Coordinating various projects, initiatives, and operational contracts within Border Patrol and Air and Marine Program Management Office, a maintenance and operations organization with a wide variety of trades or technical disciplines;
  • Communicating with representatives of other work units to address changes and problems that affect outside organizations, such as the Department of Defense, the General Services Administration, the Department of Transportation, the Department of the Interior, and the United States Department of Agriculture;
  • Providing expertise and guidance to other Facility Operations Specialist employees in the unit;
  • Analyzing work requirements and determines staff resources, equipment, and other resources needed to accomplish work assignments; and
  • Serving as a Contracting Officer Representative for various operational contracts in increased complexity and/or size, which includes developing statements of work and independent government cost estimates, monitoring contractor schedules and work completion, and reviewing and approving invoices.

Qualifications

Specialized Experience:

GS-12:
You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Conducting facility operations, special projects, and/or utilization improvement studies;
  • Providing guidance on activities related to facilities management and repair, including, but not limited to heating, ventilation, and air conditioning systems, evaporative cooling systems, emergency generators, plumbing lines, and pipe graded and electrical transformer loads.
  • Performing analysis, facilitation, reporting, and providing recommendations for process improvements.

GS-13: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Independently conducting facility operations, special projects, and/or utilization improvement studies;
  • Providing expert guidance on activities related to facilities management and repair, including, but not limited to heating, ventilation, and air conditioning systems, evaporative cooling systems, emergency generators, plumbing lines, and pipe graded and electrical transformer loads; and
  • Independently performing analysis, facilitation, reporting, and providing new recommendations for process improvements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/13/2020.

  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.   • Ability in utilizing a widespread knowledge of various trades, skills, time, and tools required to carry out the construction and maintenance programs of the facility, upgrading or replacing utility systems, and inspecting physical structures, roadways, and surrounding grounds;
  • Knowledge of building systems and construction processes in order to develop complete and accurate scopes of work and cost estimates; and
  • Ability to coordinate with other organizations to change plans, methods, and procedures to prevent problems and/or to determine appropriate facility maintenance procedures based on the structural soundness of buildings or building materials.
