Summary

This position is located within the United States Department of Agriculture (USDA), Agricultural Research Services (ARS), Administrative and Finance Management, Real Property Management Branch located in Beltsville, MD.

The primary purpose of the position is to plan and direct real property projects and actions including the acquisition, utilization, exchange, disposal, accountability and control of real property assets.

This position is open to those that are within the local commuting area.

Duties

Help
  • Provides a full range of program direction, technical guidance and direction in the development and implementation of real property management policies, plans, and procedures.
  • Evaluates overall effectiveness of policy and procedures as they relate to and meet the property management and general administrative needs.
  • Evaluates and updates information on all regulations, statutory enactments, and delegations of authority.
  • Provides guidance and review of the issuance of permits, easements, and other documents covering the use of organization real property by non-personnel.
  • Assures development, maintenance, and effective operational automated systems in support of property management activities including the Corporate Property Automated Information System.
  • Prepares, negotiates, and administers realty agreements.
  • Negotiates or oversees negotiations for long-term leases and land acquisitions and implementation of effective strategies for dealing with complex real property issues.
  • Prepares various reports, on an organization-wide basis, as they pertain to real property.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level).

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing real property management including negotiating and acquiring land, buildings or facilities; providing guidance or recommendations regarding the utilization of real property assets or leased space; providing technical guidance in the implementation of property management's policies or procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
