Duties

Help

The incumbent of this position serves as a Licensed Clinical Social Worker (LCSW) for the United States Agency for International Development (USAID or the Agency) in the Human Capital and Talent Management (HCTM) Staff Care Center (SCC). The SCC provides a wide variety of employee assistance, wellness, work/life, and resilience-related services to all Agency employees, regardless of hiring mechanism, and provides oversight and coordination to program clinicians.

As a Social Worker, you will:

  • Serving as a Subject Matter Expert on behavioral and mental health and providing a broad range of Employee Assistance Program (EAP) services for the Agency, including direct EAP counseling, case management, consultation, training, promotion, and crisis intervention--all in compliance with established professional standards/ethics, Agency policy and guidelines, and state and federal regulations;
  • Identifying significant behavioral, sociocultural, and institutional issues that may impede the Agency from achieving and develops strategies and plans to address them;
  • Participating in organizational (Agency, Bureau, Independent Office, Mission, etc.) assessments and advising leadership on courses of action;
  • Exercising a broad degree of independence in developing relationships with internal and external stakeholders in Government and the private sector to support employees' needs and the Agency's mission;
  • Actively participate in policy formulation, and reviews liaison activities for Agency-wide programs. Informing stakeholders of changes in programs and operations, and represents Staff Care programming to key internal and external audiences;
  • Gathering, analyzing and interpreting EAP utilization data to ensure optimum service delivery, quality, and effectiveness; advance program operations; and provide recommendations for improvements;

Qualifications

Selective Placement Factor: This position includes a skill, knowledge, ability, or other worker characteristics basic to -and essential for- satisfactory performance of the job. The Selective Placement Factor: Your resume must demonstrate experience working within an Employee Assistance Program that services employees that work in high-threat, high-stress environments in developing and conflict countries.

GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes:  experience with drug and PTSD treatment and program service delivery, comprehensive behavioral health assessments, short-term counseling, referral services, crisis intervention, long term case management and liaison services.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

Doctoral Degree in a social work related field OR a Master's degree in Social Work from a school accredited by the Council on Social Work Education (CSWE).

License Requirement: Incumbent must be a Licensed Clinical Social Worker (LCSW) or equivalent as recognized by a licensing agency of a State, the District of Columbia, Guam, Puerto Rico, or the U.S. Virgin Islands. Please be advised that an official transcript will be required if you are selected for the position.
