Summary

This position provides support for the U.S. Fish and Wildlife Service's (Service) mission by communicating about Service issues and activities with a wide variety of audiences, including Members of Congress, Native Americans, the news media, other federal and state natural resource agencies, non-government organizations, and individuals. Incumbent serves as a Public Affairs Specialist Service with responsibilities for organizing, planning, and conducting communications activities, including working with partners. In this work, EA staff use writing, speaking, audiovisual products, and an array of electronic communications media to increase understanding of and support for the work of the Service.
The Service provides national leadership in scientific conservation of the nation's threatened and endangered species, sportfish, migratory birds, mammals, amphibians and reptiles, and the natural habitat required for their continued survival. Gaining public understanding and support for these issues are essential to the accomplishment of both the Service's mission and significant aspects of the Service's programs. The incumbent will also serve as a communications lead for public engagement and internal communications efforts.
As a Public Affairs Specialist your duties will include, but are not limited to, the following:
Developing strategic communication plans by considering such items as specific topics or aspects to emphasize, the most effective media to use in communicating with intended audiences, and the kind of information various groups want or need.
Acting as an agency spokesperson when interacting with the media, multiple stakeholder groups, and members of the public.
Developing outreach and campaign materials including, but not limited to, fact sheets, news releases, video, photos, and social media and web content.
Providing consultation to management on developing direction in public affairs activities to support conservation and communication goals and objectives.
Establishes and maintains effective working relationships with members of the media, internal programs, and stakeholder groups.
Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-12. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12.

Minimum Qualification GS-11
One year of specialized experience comparable in scope and responsibility equivalent to grade GS-09 in the Federal service. Experience includes conducting outreach or interpretive programs; maintaining partnerships with agencies, stakeholders, and private and community organizations; writing and producing a wide variety of interpretive and information products for print, video, web, social media and multimedia; serving as an agency spokesperson in a variety of setting. OR
Possess a Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related. Such education must be directly related to the position to be filled and must demonstrate the knowledge, skills, and abilities to perform the work. OR
A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement.
Minimum Qualification GS-12
One year of specialized experience comparable in scope and responsibility equivalent to grade GS-11 in the Federal service. Experience includes evaluating public affairs, communications, or outreach programs for effectiveness and implementing appropriate improvements; working with leadership and managers to anticipate, identify, and address stakeholder concerns; utilizing knowledge of pertinent laws and policies to make communication recommendations; developing outreach or interpretive strategies to support public understanding of complex issues and topics.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
